S T A T E O F N E W Y O R K ________________________________________________________________________ 9184 I N A S S E M B L Y February 9, 2022 ___________ Introduced by M. of A. FAHY -- read once and referred to the Committee on Economic Development AN ACT to amend the economic development law, in relation to establish- ing the New York state advisory council on coronavirus economic recov- ery and workforce development; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The economic development law is amended by adding a new article 23 to read as follows: ARTICLE 23 NEW YORK STATE ADVISORY COUNCIL ON CORONAVIRUS ECONOMIC RECOVERY AND WORKFORCE DEVELOPMENT SECTION 455. NEW YORK STATE ADVISORY COUNCIL ON CORONAVIRUS ECONOMIC RECOVERY AND WORKFORCE DEVELOPMENT. § 455. NEW YORK STATE ADVISORY COUNCIL ON CORONAVIRUS ECONOMIC RECOV- ERY AND WORKFORCE DEVELOPMENT. 1. THERE IS HEREBY CREATED WITHIN THE DEPARTMENT THE NEW YORK STATE ADVISORY COUNCIL ON CORONAVIRUS ECONOMIC RECOVERY AND WORKFORCE DEVELOPMENT FOR ADVISING THE DEPARTMENT AS PROVIDED IN THIS SECTION. THE COUNCIL SHALL CONCENTRATE BOTH ON CORONA- VIRUS ECONOMIC RECOVERY AS WELL AS ISSUES IMPACTING BUSINESS POST RECOV- ERY. 2. (A) THE COUNCIL SHALL CONSIST OF SIXTEEN MEMBERS: THREE MEMBERS APPOINTED BY THE TEMPORARY PRESIDENT OF THE SENATE, THREE MEMBERS APPOINTED BY THE SPEAKER OF THE ASSEMBLY, ONE MEMBER APPOINTED BY THE MINORITY LEADER OF THE SENATE, ONE MEMBER APPOINTED BY THE MINORITY LEADER OF THE ASSEMBLY, AND THE EIGHT REMAINING MEMBERS APPOINTED BY THE GOVERNOR, AT LEAST TWO OF WHICH SHALL BE SMALL BUSINESS OWNERS IN THE STATE WHO EMPLOY FIFTY OR LESS EMPLOYEES. (B) THE APPOINTED COUNCIL MEMBERS SHALL REPRESENT VARIOUS GEOGRAPHIC AREAS OF THE STATE AND SHALL BE KNOWLEDGEABLE IN AT LEAST ONE OF THE FOLLOWING AREAS: (I) BUSINESS; (II) EDUCATION; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
