 AN ACT to amend the arts  and  cultural  affairs  law,  in  relation  to
   empowering the trust for cultural resources of the city of New York to
   designate East Harlem as a cultural district
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 21.01 of the  arts  and  cultural  affairs  law  is
 amended by adding a new subdivision 5 to read as follows:
   5. "CULTURAL DISTRICT" SHALL MEAN A GEOGRAPHIC AREA OF A CITY, TOWN OR
 VILLAGE  WITH  A  CONCENTRATION  OF  CULTURAL  INSTITUTIONS  WITHIN  ITS
 BORDERS.
   § 2. Subdivisions 12 and 13 of section 21.07 of the arts and  cultural
 affairs  law,  as  added by chapter 656 of the laws of 1991, are amended
 and a new subdivision 14 is added to read as follows:
   12. to make and execute such agreements, including without limitation,
 instruments of conveyance and  agreements  with  participating  cultural
 institutions  with  respect  to  the architectural and design character-
 istics of any combined-use facility or cultural facility, as are  neces-
 sary  or  convenient  for  the  exercise of its corporate powers and the
 fulfillment of its purposes; [and]
   13.  to  make  loans  in  accordance  with  article  twenty  of   this
 chapter[.]; AND
   14.  TO  DESIGNATE,  AS A CULTURAL DISTRICT, AS DEFINED IN SUBDIVISION
 FIVE OF SECTION 21.01 OF THIS ARTICLE, ANY REAL PROPERTY IN THE DISTRICT
 BOUNDED BY EAST 96TH STREET ON THE SOUTH, 5TH AVENUE ON THE  WEST,  EAST
 125TH STREET ON THE NORTH AND THE EAST RIVER ON THE EAST.
   § 3. This act shall take effect immediately.
