BILL NUMBER: S1315 SPONSOR: GAUGHRAN TITLE OF BILL: An act to amend the parks, recreation and historic preservation law, in relation to annual vehicular access for active volunteer firefighters and active volunteer ambulance workers PURPOSE: This bill would provide volunteer firefighters and ambulance workers, who earned LOSAP points in the prior year, free access to New York State Parks. SUMMARY OF PROVISIONS: Section 1 directs the Office of Parks and Recreation to develop a program whereby active volunteer firefighters and volunteer ambulance workers, as evidenced by their earning of LOSAP points in the prior year, free access to State Parks.

GAUGHRAN, BROOKS, RITCHIE -- read twice and ordered printed, and when printed to be committed to the Committee on Cultural Affairs, Tourism, Parks and Recreation AN ACT to amend the parks, recreation and historic preservation law, in relation to annual vehicular access for active volunteer firefighters and active volunteer ambulance workers THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The parks, recreation and historic preservation law is amended by adding a new section 13.22 to read as follows: § 13.22 ANNUAL VEHICULAR ACCESS FOR ACTIVE VOLUNTEER FIREFIGHTERS AND ACTIVE VOLUNTEER AMBULANCE WORKERS. 1. NOTWITHSTANDING ANY OTHER LAW, RULE OR REGULATION TO THE CONTRARY, THE OFFICE OR OTHER STATE AGENCY HAVING JURISDICTION OF A STATE PARK OR RECREATIONAL FACILITY WHICH HAS THE AUTHORITY TO ISSUE AN ANNUAL PASS FOR VEHICULAR ACCESS PURSUANT TO THIS ARTICLE SHALL ISSUE SUCH ANNUAL PASS FOR VEHICULAR ACCESS WITHOUT CHARGE TO AN ACTIVE VOLUNTEER FIREFIGHTER OR AN ACTIVE VOLUNTEER AMBU- LANCE WORKER, WHO RECEIVED SERVICE CREDIT THE PRIOR YEAR PURSUANT TO A SERVICE AWARD PROGRAM ESTABLISHED PURSUANT TO SECTION TWO HUNDRED SIXTEEN-A OR TWO HUNDRED NINETEEN-D OF THE GENERAL MUNICIPAL LAW, AND HIS OR HER IMMEDIATE FAMILY AT ANY STATE PARK OR RECREATIONAL FACILITY UPON PROOF OF SUCH ACTIVE VOLUNTEER FIREFIGHTER SERVICE OR ACTIVE VOLUN- TEER AMBULANCE WORKER. 2. FOR THE PURPOSES OF THIS SECTION: (A) "ACTIVE VOLUNTEER FIREFIGHT- ER" SHALL MEAN A RESIDENT OF THE STATE WHO IS AN ACTIVE VOLUNTEER FIRE- FIGHTER AS DEFINED IN SUBDIVISION ONE OF SECTION TWO HUNDRED FIFTEEN OF THE GENERAL MUNICIPAL LAW; (B) "ACTIVE VOLUNTEER AMBULANCE WORKER" SHALL MEAN A RESIDENT OF THE STATE WHO IS AN ACTIVE VOLUNTEER AMBULANCE WORKER AS DEFINED IN SUBDIVISION NINE-B OF SECTION TWO HUNDRED NINETEEN-C OF THE GENERAL MUNICIPAL LAW.
