BILL NUMBER: S1395 SPONSOR: BROOKS TITLE OF BILL: An act to amend the education law, in relation to school district requirements for military-connected students PURPOSE: To ensure that schools accurately and consistently report the number of students from military-connected families. SUMMARY OF PROVISIONS: Section 1. amends section 305 of the education law by adding a new subdivision 60, which requires the commissioner to cause all school districts to include a military-connected identifier on all student records, inform teachers of their enrollment, and include the number of such students in their annual basic educational data system (BEDS) reports.

BROOKS -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to school district requirements for military-connected students THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 305 of the education law is amended by adding a new subdivision 57 to read as follows: 57. FOR PURPOSES OF MONITORING ACADEMIC PROGRESS OF MILITARY-CONNECTED STUDENTS, THE COMMISSIONER SHALL CAUSE EACH SCHOOL DISTRICT TO: (A) INCLUDE AN IDENTIFIER ON THE STUDENT RECORD OF A MILITARY-CONNECTED STUDENT, AND (B) INFORM A CLASSROOM TEACHER OF THE ENROLLMENT OF A MILI- TARY-CONNECTED STUDENT IN ANY CLASS TAUGHT BY SUCH TEACHER. EACH SCHOOL DISTRICT SHALL INCLUDE IN THE BASIC EDUCATIONAL DATA SYSTEM REPORTS (BEDS), THE NUMBER OF MILITARY-CONNECTED STUDENTS ENROLLED IN SUCH SCHOOL DISTRICT. FOR PURPOSES OF THIS SUBDIVISION, A "MILITARY-CONNECT- ED STUDENT" MEANS A STUDENT ENROLLED IN A PUBLIC SCHOOL IN THIS STATE WHO IS A DEPENDENT OF A MEMBER OF THE ARMED FORCES OF THE UNITED STATES, INCLUDING BUT NOT LIMITED TO MEMBERS OF THE NATIONAL GUARD AND RESERVE. § 2. SUMMARY OF PROVISIONS: Section 1. amends the military law by adding a new section 19-b to provide for school districts with more than 20 military connected youth to create an outline of procedures to support students who are the chil- dren of military families. The section also provides for the creation of the position of "Military Education Coordinator" to be the primary point of contact for the student and their family.

The military law is amended by adding a new section 19-b to read as follows: § 19-B. MILITARY EDUCATION COORDINATOR. THE TRUSTEES OR BOARD OF EDUCATION OF EVERY SCHOOL DISTRICT WITH TWENTY OR MORE ENROLLED STUDENTS WHO ARE MILITARY CONNECTED YOUTH AS DEFINED IN THIS CHAPTER SHALL INCOR- PORATE INTO THE POLICIES OF THE DISTRICT SPECIFIC PROCEDURES THAT OUTLINE ACTIONS TO TAKE IN SUPPORT OF STUDENTS WHO ARE THE CHILDREN OF MILITARY FAMILIES WHO TRANSITION TO AND FROM THE SCHOOL DISTRICT, AND DESIGNATE A MILITARY EDUCATION COORDINATOR TO SERVE AS THE PRIMARY POINT OF CONTACT FOR EACH CHILD OF A MILITARY FAMILY AND HIS OR HER PARENT OR LEGAL GUARDIAN, WHO SHALL HAVE SPECIALIZED KNOWLEDGE REGARDING THE EDUCATIONAL NEEDS OF CHILDREN OF MILITARY FAMILIES AND THE OBSTACLES THAT CHILDREN OF MILITARY FAMILIES FACE IN OBTAINING AN EDUCATION. THE ADJUTANT GENERAL SHALL SUPPLY RELEVANT RESOURCES FOR THE ORIENTATION AND TRAINING OF PUBLIC SCHOOL MILITARY EDUCATION COORDINATORS UNDER THIS SECTION. § 2. The military law is amended by adding a new article 14 to read as follows: ARTICLE XIV CHILDREN OF MILITARY FAMILIES SECTION 400. DEFINITIONS. 401. MILITARY CONNECTED YOUTH. 402.
