TITLE OF BILL:

An act to eliminate all tolls on the New York state thruway for trucks
and delivery vehicles transporting essential supplies in response to the
outbreak of the COVID-19 pandemic; and providing for the repeal of such
provisions upon expiration thereof

 
PURPOSE OR GENERAL IDEA OF BILL:

Relates to eliminating all tolls on the New York state thruway for
trucks and delivery vehicles transporting essential supplies in response
to the outbreak of the COVID-19 pandemic.

 
SUMMARY OF PROVISIONS:

§ 1. Notwithstanding any other provision of law, rule or regulation to
the contrary, the New York state thruway authority shall develop and
implement regulations providing for the elimination of tolls on the New

York state thruway for all trucks and delivery vehicles which are trans-
porting essential supplies, including but not limited to, medicine,
medical supplies, cleaning products, food, beverages and construction
equipment, in response to the outbreak of the COVID-19 pandemic.

 
JUSTIFICATION:

At a time when goods are in high demand, trucking and delivery companies
are working around the clock to provide essential supplies to medical
facilities, and grocery stores, as they endure the COVID-19 crisis. They
are experiencing unique and evolving challenges. This measure waives
toll fees for these companies traveling in New York State on the Thruway
and any state toll bridge or road to move freight at a lower cost, and
to facilitate maintaining the supply chain.

FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENT:

Minimal.

 
EFFECTIVE DATE:
This act shall take effect immediately and shall expire April 30, 2022
when upon such date the provisions of this act shall be deemed repealed.

 AN ACT to eliminate all tolls on the New York state thruway  for  trucks
   and  delivery  vehicles transporting essential supplies in response to
   the outbreak of the COVID-19 pandemic; and providing for the repeal of
   such provisions upon expiration thereof
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Notwithstanding any other provision of law, rule or regu-
 lation to the contrary, the  New  York  state  thruway  authority  shall
 develop and implement regulations providing for the elimination of tolls
 on the New York state thruway for all trucks and delivery vehicles which
 are transporting essential supplies, including but not limited to, medi-
 cine,   medical   supplies,   cleaning  products,  food,  beverages  and
 construction equipment, in response to  the  outbreak  of  the  COVID-19
 pandemic.
   § 2. This act shall take effect immediately and shall expire April 30,
 2022  when  upon  such  date  the provisions of this act shall be deemed
