PARKER -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the public service law and the state finance law, in relation to establishing the furloughed or non-pay federal workers revolving loan program and fund; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public service law is amended by adding a new section 66-q to read as follows: § 66-Q. FURLOUGHED OR NON-PAY FEDERAL WORKERS LOAN PROGRAM. 1. THE COMMISSION SHALL CREATE A FURLOUGHED OR NON-PAY FEDERAL WORKERS REVOLV- ING LOAN PROGRAM IN ORDER TO PROVIDE ZERO PERCENT INTEREST LOANS TO RESIDENTIAL ELECTRIC AND NATURAL GAS CUSTOMERS WHO HAVE BEEN EITHER FURLOUGHED OR DESIGNATED NON-PAY FEDERAL EMPLOYEES DUE TO A PERIOD OF A LAPSE IN DISCRETIONARY APPROPRIATIONS BY THE FEDERAL GOVERNMENT IN ORDER TO ASSIST SUCH CUSTOMERS IN PAYING THEIR ELECTRIC AND GAS BILLS. 2. (A) THE COMMISSION MAY MAKE, UPON APPLICATION DULY MADE, UP TO THE AMOUNTS AVAILABLE BY APPROPRIATION, LOANS FOR THE PAYMENT OF ELECTRIC AND GAS BILLS BY ELIGIBLE CUSTOMERS. (B) THE COMMISSION SHALL HAVE THE POWER TO MAKE SUCH RULES AND REGU- LATIONS AS MAY BE NECESSARY AND PROPER TO EFFECTUATE THE PURPOSES OF THIS SECTION. 3. (A) APPLICATION FOR LOANS MAY BE MADE BY RESIDENTIAL ELECTRIC AND NATURAL GAS CUSTOMERS WHO HAVE BEEN EITHER FURLOUGHED OR DESIGNATED NON-PAY FEDERAL EMPLOYEES DUE TO A PERIOD OF A LAPSE IN DISCRETIONARY APPROPRIATIONS BY THE FEDERAL GOVERNMENT. (B) EVERY APPLICATION SHALL BE IN A FORM ACCEPTABLE TO THE COMMISSION AND SHALL REQUIRE DOCUMENTATION DEMONSTRATING FINANCIAL NEED AND THAT THE APPLICANT HAS BEEN FURLOUGHED OR DESIGNATED NON-PAY AS A RESULT OF A EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
