BILL NUMBER: S3417 SPONSOR: SANDERS TITLE OF BILL: An act to amend the administrative code of the city of New York and chapter 53 of the laws of 2012, enacting the aid to localities budget, in relation to substance abuse prevention personnel in New York city schools PURPOSE: To guarantee that the NYC Department of Education shall provide on a full time basis at least one substance prevention and intervention specialist at each public school. A substance abuse prevention and intervention specialist is a New York City department of education employee that has received substance abuse training through the NYS Office of Alcoholism and Substance Abuse Services. SANDERS -- read twice and ordered printed, and when printed to be committed to the Committee on Cities 1 AN ACT to amend the administrative code of the city of New York and chapter 53 of the laws of 2012, enacting the aid to localities budget, in relation to substance abuse prevention personnel in New York city schools THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The administrative code of the city of New York is amended by adding a new section 12-141 to read as follows: § 12-141 SUBSTANCE ABUSE PREVENTION AND INTERVENTION PERSONNEL. THE NEW YORK CITY DEPARTMENT OF EDUCATION SHALL PROVIDE ON A FULL-TIME BASIS AT LEAST ONE SUBSTANCE ABUSE PREVENTION AND INTERVENTION SPECIALIST AT EACH PUBLIC SCHOOL IN THE CITY OF NEW YORK. FOR THE PURPOSES OF THIS SECTION, A SUBSTANCE ABUSE PREVENTION AND INTERVENTION SPECIALIST IS A NEW YORK CITY DEPARTMENT OF EDUCATION EMPLOYEE THAT HAS RECEIVED SUBSTANCE ABUSE TRAINING THROUGH THE NEW YORK STATE OFFICE OF ADDICTION SERVICES AND SUPPORTS. § 2. Section 1 of chapter 53 of the laws of 2012, enacting the aid to localities budget, is amended by repealing the items hereinbelow set forth in brackets and by adding to such section the other items under- scored in this section.
