BILL NUMBER: S3800 SPONSOR: COMRIE TITLE OF BILL: An act to amend the New York city charter, in relation to prohibiting New York city boards of elections from entering into certain contracts with entities that do not employ union labor PURPOSE: This bill will encourage private-public partnership between local government and local enterprises. Further it will ensure that the labor used for the purposes of managing and processing voter documents and election ballots, petitions, and other related materials are protected by the benefits and conditions typically afforded under unionized work. COMRIE -- read twice and ordered printed, and when printed to be committed to the Committee on Cities 1 AN ACT to amend the New York city charter, in relation to prohibiting New York city boards of elections from entering into certain contracts with entities that do not employ union labor THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The New York city charter is amended by adding a new section 1055 to read as follows: § 1055. PRIVATE CONTRACTS FOR MATERIALS PROHIBITED. EXCEPT WHERE EXPRESSLY PERMITTED BY LAW, THE NEW YORK CITY BOARD OF ELECTIONS SHALL NOT ENTER INTO ANY CONTRACT OR AGREEMENT WITH ANY PERSON, FIRM, CORPO- RATION, OR OTHER ENTITY, THAT DOES NOT EMPLOY UNION LABOR, FOR THE PREP- ARATION, DESIGN, PRINTING, MAILING, DISTRIBUTION, DELIVERY, PROCESSING, OR COUNTING OF BALLOTS, AFFIDAVITS, PETITIONS, APPLICATIONS, OR OTHER PAPERS AND MATERIALS INVOLVED IN THE CONDUCT OF ELECTIONS AND THE CANVASS OF RESULTS UNDER THIS CHAPTER. § 2.
