BILL NUMBER: S3802 SPONSOR: COMRIE TITLE OF BILL: An act to amend the general municipal law, the county law, and the exec- utive law, in relation to establishing a youth outreach department with- in the state police, city, village, town, and district police depart- ments, and sheriff's departments PURPOSE: This bill will empower police administrations to proactively develop programs that can foster positive relationships with youth and contrib- ute to their maturation. SUMMARY OF PROVISIONS: Section one amends the general municipal law to establish the youth outreach department in all police departments and that the department shall be created from internal department resources.

COMRIE -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to amend the general municipal law, the county law, and the exec- utive law, in relation to establishing a youth outreach department within the state police, city, village, town, and district police departments, and sheriff's departments THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The general municipal law is amended by adding a new section 204-bb to read as follows: § 204-BB. YOUTH OUTREACH DEPARTMENT. ALL POLICE DEPARTMENTS ORGANIZED AT THE CITY, VILLAGE, TOWN, OR DISTRICT LEVEL SHALL ESTABLISH, FROM EXISTING RESOURCES WITHIN SUCH DEPARTMENT, A YOUTH OUTREACH DEPARTMENT, DIVISION, OR COMPONENT FOR THE PURPOSES OF DESIGNING AND CARRYING OUT YOUTH ACTIVITIES ORGANIZED BY THE POLICE DEPARTMENT. § 2. The county law is amended by adding a new section 663 to read as follows: § 663. YOUTH OUTREACH DEPARTMENT. THE SHERIFF'S DEPARTMENT OF EVERY COUNTY SHALL ESTABLISH, FROM EXISTING RESOURCES WITHIN SUCH DEPARTMENT, A YOUTH OUTREACH DEPARTMENT, DIVISION, OR COMPONENT FOR THE PURPOSES OF DESIGNING AND CARRYING OUT YOUTH ACTIVITIES ORGANIZED BY THE SHERIFF'S DEPARTMENT. § 3. The executive law is amended by adding a new section 235 to read as follows: § 235. YOUTH OUTREACH DEPARTMENT. THE STATE POLICE SHALL ESTABLISH, FROM EXISTING RESOURCES WITHIN THE STATE POLICE, A YOUTH OUTREACH DEPARTMENT, DIVISION, OR COMPONENT FOR THE PURPOSES OF DESIGNING AND CARRYING OUT YOUTH ACTIVITIES ORGANIZED BY THE STATE POLICE. § 4.
