BILL NUMBER: S3955 SPONSOR: KENNEDY TITLE OF BILL: An act to amend chapter 53 of the laws of 2019, enacting the aid to localities budget, in relation to state HIV rental assistance funding PURPOSE: An act to amend the aid to localities budget to clarify the savings realized from the HIV Rental Assistance Program will be shared among the social services district, the medicaid managed care organization, performing provider system, and/or other third party payor to cover administrative costs of the initiative and to continue to provide ongo- ing funding for the program. SUMMARY OF PROVISIONS: Adds language to the $5 million appropriation for the HIV Rental Assist- ance Program for Long Island and Upstate allowing the savings realized

KENNEDY, SALAZAR -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend chapter 53 of the laws of 2019, enacting the aid to localities budget, in relation to state HIV rental assistance funding THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 1 of chapter 53 of the laws of 2019, enacting the aid to localities budget, is amended by repealing the items hereinbelow set forth in brackets and by adding to such section the other items underscored in this section. DEPARTMENT OF FAMILY ASSISTANCE OFFICE OF TEMPORARY AND DISABILITY ASSISTANCE AID TO LOCALITIES 2019-20 Notwithstanding any inconsistent provision of law, for state reimbursement of a program in social services districts with a population over five million for shelter supplements in order to prevent eviction and to address homelessness in accordance with a plan approved by the office of temporary and disability assistance and the director of the budget. Expenditures for such shelter supplements for individ- uals and families in receipt of safety net assistance shall be reimbursed at 29 percent by this appropriation. Expendi- tures for any other such shelter supple- ments shall be fully reimbursed by this EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
