BILL NUMBER: S3990 SPONSOR: REICHLIN-MELNICK TITLE OF BILL: An act to amend the public authorities law, in relation to allowing the New York state thruway authority to offer a discounted toll rate to residents of Rockland and Westchester counties for Mario M. Cuomo bridge crossings PURPOSE: This bill will provide Rockland and Westchester residents with a discount resident rate for Mario M. Cuomo Bridge crossings at 60% of the original toll. REICHLIN-MELNICK -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the public authorities law, in relation to allowing the New York state thruway authority to offer a discounted toll rate to residents of Rockland and Westchester counties for Mario M. Cuomo bridge crossings THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public authorities law is amended by adding a new section 354-a to read as follows: § 354-A. RESIDENT DISCOUNT. NOTWITHSTANDING ANY INCONSISTENT PROVISION OF LAW, BUT SUBJECT TO AGREEMENTS WITH NOTEHOLDERS AND BOND- HOLDERS, THE AUTHORITY SHALL OFFER A DISCOUNTED TOLL RATE FOR MARIO M. CUOMO BRIDGE CROSSINGS TO RESIDENTS OF THE COUNTY OF ROCKLAND AND THE COUNTY OF WESTCHESTER AND MAY, EXCEPT AS OTHERWISE PROVIDED IN THIS SECTION, REGULATE THE USE THEREOF. THE DISCOUNT FOR RESIDENTS OF THE COUNTY OF ROCKLAND AND THE COUNTY OF WESTCHESTER SHALL ENTITLE SUCH RESIDENTS TO CROSSINGS OVER THE MARIO M. CUOMO BRIDGE AT A REDUCED COST OF SIXTY PER CENTUM OF THE REGULAR CROSSING FARE IMPOSED ON NONRESIDENTS OF THE COUNTY OF ROCKLAND AND THE COUNTY OF WESTCHESTER. IN THE EVENT THE AUTHORITY SHALL IMPOSE A SURCHARGE IN ADDITION TO THE REGULAR TOLL FOR CROSSINGS OVER THE MARIO M. CUOMO BRIDGE, SUCH SURCHARGE SHALL NOT BE DEEMED A PART OF THE REGULAR CROSSING FARE FOR PURPOSES OF THIS SECTION, AND THE DISCOUNT OFFERED TO THE RESIDENTS OF THE COUNTY OF ROCKLAND AND THE COUNTY OF WESTCHESTER AS HEREIN PROVIDED SHALL ALSO ENTITLE SUCH RESIDENTS TO A PERMANENT EXEMPTION FROM THE PAYMENT OF ANY SUCH SURCHARGE IN AN AMOUNT EQUAL TO THE AMOUNT OF ANY SUCH SURCHARGE IMPOSED DURING CALENDAR YEAR TWO THOUSAND TWENTY-ONE. APPLICATION FOR SUCH DISCOUNT SHALL BE MADE IN SUCH MANNER AS PRESCRIBED BY THE AUTHORI- TY AND SHALL CONTAIN SUCH INFORMATION AS THE AUTHORITY MAY REASONABLY REQUIRE. § 2.
