BILL NUMBER: S4622 SPONSOR: COMRIE TITLE OF BILL: An act in relation to postponing fare increases during the COVID-19 pandemic; authorizing the metropolitan transportation authority to conduct a study on reducing fares; and providing for the repeal of such provisions upon expiration thereof PURPOSE: To postpone MTA fare increases at least until such time as: (1) The Pandemic Is Over; and (2) The MTA undertakes an Economic Feasibility Study of the value of lowering fares to boost ridership. SUMMARY OF PROVISIONS: This legislation postpones MTA fare increases at least until such time as: (1) The Pandemic Is Over; and (2) The MTA undertakes an Economic Feasibility Study of the value of lowering fares to boost ridership.

S T A T E O F N E W Y O R K ________________________________________________________________________ 4622 2021-2022 Regular Sessions I N S E N A T E February 8, 2021 ___________ Introduced by Sen. COMRIE -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT in relation to postponing fare increases during the COVID-19 pandemic; authorizing the metropolitan transportation authority to conduct a study on reducing fares; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The Metropolitan Transportation Authority shall postpone any proposed fare, toll, rate, charge or other fee increase for the transportation of passengers until the end of the COVID-19 emergency declaration and the completion of an economic feasibility study. For the purposes of this act, "COVID-19 emergency declaration" shall mean the state disaster emergency declared for the entire state by executive order number 202 and any further amendments or modifications, and as may be further extended pursuant to section 28 of the executive law. § 2. (a) The Metropolitan Transportation Authority shall conduct an economic feasibility study and make recommendations on reducing fares, tolls, rates, charges or other fees for the transportation of passengers to increase ridership. (b) The Metropolitan Transportation Authority shall create a report of its findings and recommendations and deliver such report to the gover- nor, the speaker of the assembly, the minority leader of the assembly, the temporary president of the senate and the minority leader of the senate three months after the effective date of this act. § 3. This act shall take effect immediately, provided, however: (a) section one of this act shall be subject to the expiration of the state disaster emergency declared for the entire state by executive order number 202 and any further amendments or modifications, and as may be further extended pursuant to section 28 of the executive law, and shall be deemed to expire and be repealed therewith; provided, further, EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
