BILL NUMBER: S5161 SPONSOR: PARKER TITLE OF BILL: An act to amend the mental hygiene law and the administrative code of the city of New York, in relation to enacting the "New York City Train- ing and Comprehension of Trauma in Children (TACTIC) Act" PURPOSE OR GENERAL IDEA OF BILL: to establish an office of Child Trauma Informed Care and mandates train- ing for NYC teachers so they can be armed with the necessary tools need- ed to identify trauma in their students and to properly help their students. SUMMARY OF SPECIFIC PROVISIONS: Section 1 establishes the short title. Section 2 amends the mental hygiene law to create the TACTIC council.

PARKER -- read twice and ordered printed, and when printed to be committed to the Committee on Mental Health AN ACT to amend the mental hygiene law and the administrative code of the city of New York, in relation to enacting the "New York City Training and Comprehension of Trauma in Children (TACTIC) Act" THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Short title. This act shall be known and may be cited as the "New York City Training and Comprehension of Trauma in Children (TACTIC) Act". § 2. The mental hygiene law is amended by adding a new section 7.49 to read as follows: § 7.49 NEW YORK CITY TRAINING AND COMPREHENSION OF TRAUMA IN CHILDREN (TACTIC) COUNCIL. (A) FOR PURPOSES OF THIS SECTION THE FOLLOWING TERMS SHALL HAVE THE FOLLOWING MEANINGS: 1. "TRAUMA INFORMED CARE" SHALL MEAN TRAUMA INFORMED CARE AS DESCRIBED BY THE SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION OF THE UNITED STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES, OR ANY SUCCESSOR AGENCY, DEPARTMENT, OR GOVERNMENTAL ENTITY. 2. "TEACHER" SHALL MEAN ALL PERSONS ENGAGED IN CLASSROOM TEACHING OF STUDENTS, ON A FULL-TIME OR PART-TIME BASIS, INCLUDING BUT NOT LIMITED TO, INSTRUCTORS, COUNSELORS, ASSISTANTS OR AIDES. (B) (I) THERE IS HEREBY ESTABLISHED WITHIN THE OFFICE A NEW YORK CITY TRAINING AND COMPREHENSION OF TRAUMA IN CHILDREN (TACTIC) COUNCIL. (II) THE TACTIC COUNCIL SHALL CONSIST OF EIGHT MEMBERS, FOUR OF WHOM SHALL BE APPOINTED BY THE SPEAKER OF THE ASSEMBLY AND FOUR OF WHOM SHALL BE APPOINTED BY THE TEMPORARY PRESIDENT OF THE SENATE. OF THE FOUR MEMBERS APPOINTED BY THE SPEAKER OF THE ASSEMBLY, ONE SHALL BE A PEDIA- TRICIAN, ONE SHALL BE A CHILD PSYCHOLOGIST AND TWO SHALL BE TRAUMA INFORMED CARE SPECIALISTS. OF THE FOUR MEMBERS APPOINTED BY THE TEMPO- EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
