BILL NUMBER: S5558 SPONSOR: KAPLAN TITLE OF BILL: An act to authorize the Manhasset union free school district and Manhas- set public library to take certain actions to correct an understatement in the certification of the 2020-2021 tax levy of the such library PURPOSE: To correct a clerical error in the understatement of the certification of the 2020-2021 tax levy as it relates to the Manhasset public library, to ensure the full amount previously approved by the libraries eligible voters is made available to the library. SUMMARY OF SPECIFIC PROVISIONS: The approved budget of the Manhasset Public Library for FY 2020-2021 required raising $5,403,412 in taxes. KAPLAN -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to authorize the Manhasset union free school district and Manhas- set public library to take certain actions to correct an understate- ment in the certification of the 2020-2021 tax levy of the such library THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding any provision of law to the contrary, the Manhasset union free school district is hereby authorized and empowered to take any and all actions necessary and required to: (a) include in its certification of the amount of taxes required to be levied to support the approved fiscal year 2021-2022 budget of the Manhasset public library the additional sum of $1,022,625 that, but for a clerical error in the amount certified to be levied for fiscal year 2020-2021, should have been levied in fiscal year 2020-2021 to support the approved fiscal year 2020-2021 budget of the Manhasset public library, which resulted in a fiscal year 2020-2021 tax levy of the Manhasset public library in the amount of $5,403,412, inclusive of said understatement; (b) to pay the amount of the full operating budget and debt service due in fiscal year 2020-2021 to or on behalf of the Manhasset public library in the total amount of $5,403,412, inclusive of said understatement; and (c) retain as reimbursement from the taxes to be levied and collected in fiscal year 2021-2022 an amount equal to said understatement. § 2. Notwithstanding any provision of law to the contrary, for fiscal year 2021-2022 the Manhasset public library is hereby authorized and empowered to calculate and reflect for all purposes its tax levy limit, as such term is defined in section 3-c of the general municipal law, based upon its authorized fiscal year 2020-2021 tax levy of $5,403,412, which authorized fiscal year 2020-2021 tax levy is inclusive of the amount of said understatement; and for fiscal year 2022-2023 the Manhas- EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
