BILL NUMBER: S5784 SPONSOR: COMRIE TITLE OF BILL: An act to amend the executive law, in relation to outreach programming for minority and women-owned business enterprises; and making an appro- priation therefor PURPOSE: The purpose of this bill is to enable under-represented minorities and women-owned business enterprises to be exposed to government contracting opportunities and resources. SUMMARY OF PROVISIONS: Section 1 is to encourage and assist contracting agencies in their efforts to increase participation by minority and women-owned business enterprises on state contracts and subcontracts, to provide on the divi- sion's website a list of each contracting agency's minority and women-

COMRIE -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the executive law, in relation to outreach programming for minority and women-owned business enterprises; and making an appropriation therefor THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraphs (a) and (c) of subdivision 3 of section 311 of the executive law, as added by chapter 261 of the laws of 1988, are amended to read as follows: (a) to encourage and assist contracting agencies in their efforts to increase participation by minority and women-owned business enterprises on state contracts and subcontracts so as to facilitate the award of a fair share of such contracts to them AND TO PROVIDE ON THE DIVISION'S WEBSITE A LIST OF EACH CONTRACTING AGENCY'S MINORITY AND WOMEN-OWNED BUSINESS ENTERPRISES CERTIFICATION OUTREACH SEMINARS, CONTACTS, RESOURCES, EVENTS AND OPPORTUNITIES; (c) to conduct educational OUTREACH programs TO ENCOURAGE THE CERTIF- ICATION OF MINORITY AND WOMEN-OWNED BUSINESS ENTERPRISES, AS DEFINED BY SUBDIVISIONS SEVEN AND FIFTEEN OF SECTION THREE HUNDRED TEN OF THIS ARTICLE, AND TO PROMOTE SUCH PROGRAM TO GROUPS OF MINORITIES, WITH AN EMPHASIS ON UNDER-REPRESENTED MINORITIES, consistent with the purposes of this article. AS USED IN THIS PARAGRAPH, "UNDER-REPRESENTED MINORI- TIES" MEANS MINORITY GROUPS WITH A STATE CONTRACT PARTICIPATION PERCENT- AGE OF LESS THAN TWENTY PERCENT OF THE TOTAL MINORITY AND WOMEN-OWNED BUSINESS ENTERPRISE PARTICIPATION, SUCH AS BLACKS AND HISPANICS; § 2. The sum of one million dollars ($1,000,000), or so much thereof as may be necessary, is hereby appropriated to the division of minority and women's business development from any moneys in the state treasury in the general fund to the credit of the state purposes account, not otherwise appropriated, for the purposes of carrying out the provisions EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
