BILL NUMBER: S656 SPONSOR: HARCKHAM TITLE OF BILL: An act to amend the legislative law, in relation to requiring introducer's memorandum to include a statement of fiscal impact affect- ing political subdivisions PURPOSE: The purpose of this bill is to make aware of the financial impact proposed literature would have on political subdivisions by requiring every introducer's memorandum includes a statement of fiscal impact. SUMMARY OF PROVISIONS: Section 1 amends the section heading of section 51 of the legislative law Section 2 amends section 51 of legislative law by adding subdivision 5

HARCKHAM -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Govern- ment Operations AN ACT to amend the legislative law, in relation to requiring introducer's memorandum to include a statement of fiscal impact affecting political subdivisions THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The section heading of section 51 of the legislative law, as added by chapter 985 of the laws of 1983, is amended to read as follows: Fiscal impact notes on bills affecting political subdivisions; INTRODUCER'S MEMORANDUM. § 2. Section 51 of the legislative law is amended by adding a new subdivision 5 to read as follows: 5. EVERY INTRODUCER'S MEMORANDUM APPENDED TO A BILL SHALL INCLUDE A STATEMENT OF FISCAL IMPACT AFFECTING POLITICAL SUBDIVISIONS. SUCH STATEMENT OF FISCAL IMPACT AFFECTING POLITICAL SUBDIVISIONS SHALL SET FORTH THE FISCAL IMPACT OF THE BILL ON A POLITICAL SUBDIVISION OR SUBDI- VISIONS. § 3. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD03944-01-1
