 Introduced  by  Sen.  RYAN  --  read twice and ordered printed, and when
   printed to be committed to the Committee on Rules
 
 AN ACT to amend the public service law, in relation to  the  appointment
   of members of the public service commission
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 4 of the public service law is amended by adding  a
 new subdivision 4 to read as follows:
   4.  ANY  COMMISSIONER  APPOINTED  ON OR AFTER JULY FIRST, TWO THOUSAND
 TWENTY-TWO, PURSUANT TO THIS SECTION SHALL HAVE EDUCATION AND  TRAINING,
 AND  THREE  OR  MORE YEARS OF EXPERIENCE IN ONE OR MORE OF THE FOLLOWING
 FIELDS: ECONOMICS, ENGINEERING, LAW,  ACCOUNTING,  BUSINESS  MANAGEMENT,
 UTILITY  REGULATION,  PUBLIC  POLICY, CONSUMER ADVOCACY OR ENVIRONMENTAL
 MANAGEMENT.
   § 2. This act shall take effect on the one hundred twentieth day after
 it shall have become a law.
