BILL NUMBER: S8125 SPONSOR: MAYER TITLE OF BILL: An act to amend the executive law, in relation to requiring police offi- cer training programs on interacting with individuals with a disability PURPOSE: To require the development and implementation of a training program for police and peace officers on how to interact with individuals with disa- bilities. SUMMARY OF PROVISIONS: Section 1 amends section 840 of the executive law by adding a new para- graph n that requires the municipal police training council to establish and implement a training program for all current and new police officers and peace officers regarding how to interact with individuals with a disability in consultation with the Justice Center for the Protection of People with Special Needs

MAYER -- read twice and ordered printed, and when printed to be committed to the Committee on Codes AN ACT to amend the executive law, in relation to requiring police offi- cer training programs on interacting with individuals with a disabili- ty THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 1 of section 840 of the executive law is amended by adding a new paragraph (n) to read as follows: (N) ESTABLISHMENT AND IMPLEMENTATION ON AN ONGOING BASIS, OF A TRAIN- ING PROGRAM FOR ALL CURRENT AND NEW POLICE OFFICERS AND PEACE OFFICERS REGARDING HOW TO INTERACT WITH INDIVIDUALS WITH A DISABILITY AS DEFINED IN SUBDIVISION TWENTY-ONE OF SECTION TWO HUNDRED NINETY-TWO OF THIS CHAPTER, WITH SPECIAL EMPHASIS ON THE TECHNIQUES NEEDED TO IMPROVE INTERACTIONS WITH INDIVIDUALS THAT ARE BLIND OR DEAF OR HARD OF HEARING. THE CONTENT OF SUCH TRAINING PROGRAM SHALL BE CREATED IN CONSULTATION WITH THE JUSTICE CENTER FOR THE PROTECTION OF PEOPLE WITH SPECIAL NEEDS AS ESTABLISHED UNDER ARTICLE TWENTY OF THIS CHAPTER. § 2. This act shall take effect on the first of April next succeeding the date on which it shall have become a law. Effective immediately, the addition, amendment and/or repeal of any rule or regulation by the municipal police training council necessary for the implementation of this act on its effective date are authorized to be made and completed on or before such effective date.
