BILL NUMBER: S8169 SPONSOR: GOUNARDES TITLE OF BILL: An act to authorize and direct the commissioner of education to conduct a study on food insecurity at public and private higher education insti- tutions PURPOSE OR GENERAL IDEA OF BILL: To better study the problem of food insecurity at higher education institutions in our state SUMMARY OF PROVISIONS: Section one authorizes and directs the Commissioner of Education to conduct and publish a study on reducing and eliminating food insecurity at public and private higher education institutions. Section two sets the effective date.

GOUNARDES -- read twice and ordered printed, and when printed to be committed to the Committee on Higher Education AN ACT to authorize and direct the commissioner of education to conduct a study on food insecurity at public and private higher education institutions THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. 1. The commissioner of education is hereby authorized and directed to conduct a study on reducing and eliminating food insecurity at public and private higher education institutions. Such study shall include, but not be limited to: (a) evaluating sustainable solutions to address basic food needs; (b) increasing awareness of services currently offered which address basic food needs; and (c) partnering with businesses or farms which could provide excess food. 2. Within one year of the effective date of this act, the commissioner of education shall post a report on the department of education's website and deliver such report to the governor, the temporary president of the senate, the speaker of the assembly, the minority leader of the senate and the minority leader of the assembly. The report shall include recommendations for legislation and administrative actions that can be undertaken to reduce and eliminate food insecurity at public and private higher education institutions. § 2.
