TITLE OF BILL:

An act to amend the education law, in relation to requiring student
identification cards to contain the new national suicide prevention
lifeline number, 9-8-8

 
PURPOSE OR GENERAL IDEA OF BILL:

This bill would require higher education institutions, public, private
and charter schools which issue student identification cards to its
students print on the student identification cards, the new national
suicide prevention lifeline number, 9-8-8.

 
SUMMARY OF PROVISIONS:

Section one of this bill adds a new section 207-b to the education law
requiring that higher education institutions which issues school iden-
tification cards to its students print on the student identification
cards, the new national suicide prevention lifeline number, 9-8-8.

Section two of this bill adds a new section 1527-b to the education law
requiring that each school district, private school, or charter school
which issues school identification cards to its students in grades 9
through 12 print on the student identification cards,the new national
suicide prevention lifeline number, 9-8-8.

Section three - sets forth the effective date.

 
JUSTIFICATION:

The Covid-19 pandemic has had a damaging effect on the lives of students
across this state. The pandemic has led to increased social isolation,
loss of normal routine, increased rates of anxiety and depression, and
just an overall disruption of life. This bill will provide a simple,
critical resource to students to ensure they know they are not alone and
there is a number they can call to get help.

On July 16, 2022, the new national suicide prevention lifeline number,
9-8-8 will take effect across the country. Until then, the existing
number for the National Suicide Prevention Lifeline is 1-800-273-825 and
can be accessed free and confidentially for people experiencing suicidal
crisis or emotional distress 24 hours a day, 7 days a week, across the
United States.

EFFECTIVE DATE:
This act shall take effect on July 16, 2022 and shall apply to student

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. The education law is amended by adding a new section 207-b
 to read as follows:
   § 207-B. STUDENT IDENTIFICATION CARDS. 1. EACH INSTITUTION  OF  HIGHER
 EDUCATION AUTHORIZED BY THE LEGISLATURE OR BY THE REGENTS OF THE UNIVER-
 SITY  OF  THE STATE OF NEW YORK TO CONFER ACADEMIC DEGREES IN THIS STATE
 WHICH ISSUES STUDENT IDENTIFICATION CARDS TO ITS STUDENTS SHALL HAVE  ON
 SUCH CARDS THE NATIONAL SUICIDE PREVENTION LIFELINE NUMBER, 9-8-8.
   2.  EACH  YEAR, PRIOR TO THE START OF A NEW SCHOOL YEAR, EACH INSTITU-
 TION OF HIGHER EDUCATION AUTHORIZED BY THE LEGISLATURE OR BY THE REGENTS
 OF THE UNIVERSITY OF THE STATE OF NEW YORK TO CONFER ACADEMIC DEGREES IN
 THIS STATE WHICH ISSUES STUDENT IDENTIFICATION  CARDS  TO  ITS  STUDENTS
 SHALL  CERTIFY  TO  THE  REGENTS THAT SUCH IDENTIFICATION CARDS HAVE THE
 INFORMATION REQUIRED UNDER SUBDIVISION ONE OF THIS SECTION.
   § 2. The education law is amended by adding a new  section  1527-b  to
