BILL NUMBER: S8784 SPONSOR: LIU TITLE OF BILL: An act to amend the education law, in relation to the number and duties of assistant principals to be assigned to the schools in the city school district of the city of New York PURPOSE: To require minimal staffing levels of assistant principals in the vari- ous schools in the New York City School District. SUMMARY OF PROVISIONS: Section one adds three new paragraphs to subdivision (2) of the educa- tion law. Paragraph (d) states that each school shall have assigned to it at least one assistant principal. Furthermore, each middle school and each high school shall have at least two assistant principals. LIU -- read twice and ordered printed, and when printed to be committed to the Committee on New York City Education AN ACT to amend the education law, in relation to the number and duties of assistant principals to be assigned to the schools in the city school district of the city of New York THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 2 of section 2590-i of the education law is amended by adding three new paragraphs (d), (e) and (f) to read as follows: (D) AN ASSISTANT PRINCIPAL SHALL BE ASSIGNED TO EACH ELEMENTARY SCHOOL. TWO ASSISTANT PRINCIPALS SHALL BE ASSIGNED TO EACH MIDDLE SCHOOL. TWO ASSISTANT PRINCIPALS SHALL BE ASSIGNED TO EACH HIGH SCHOOL. (I) FOR ANY ELEMENTARY, MIDDLE OR HIGH SCHOOL WITH AN ENROLLMENT IN EXCESS OF SEVEN HUNDRED AND FIFTY PUPILS, AN ADDITIONAL ASSISTANT PRIN- CIPAL SHALL BE ASSIGNED. (II) THE CHANCELLOR SHALL, AFTER CONSIDERATION OF THE NEEDS OF STUDENTS WHO RECEIVE SERVICES PURSUANT TO ARTICLE EIGHTY-NINE OF THIS CHAPTER, ASSIGN ADDITIONAL ASSISTANT PRINCIPALS TO ANY SCHOOL AS DEEMED APPROPRIATE TO ENSURE THE SAFETY AND PROPER MANAGEMENT OF THE SCHOOL. (III) ALL ASSISTANT PRINCIPALS SHALL BE LICENSED AS SUCH. IN THE ALTERNATIVE, A LICENSED SCHOOL-BASED INTERMEDIATE SUPERVISOR MAY BE SUBSTITUTED FOR A LICENSED ASSISTANT PRINCIPAL. (E) ASSISTANT PRINCIPALS SHALL BE RESPONSIBLE FOR THE SAFE OPERATION OF THE SCHOOL ON OCCASIONS WHEN THE PRINCIPAL IS NOT PRESENT. (F) ASSISTANT PRINCIPALS MAY BE REQUIRED BY THE CHANCELLOR OR THE SUPERINTENDENT TO PROVIDE OR PARTICIPATE IN TRAINING OR OTHER FORMS OF STAFF DEVELOPMENT OR TO ADDRESS IDENTIFIED AREAS OF EDUCATIONAL NEED AND PROMOTE STUDENT ACHIEVEMENT AND SCHOOL PERFORMANCE. § 2. This act shall take effect on the first of July next succeeding the date on which it shall have become a law.
