BILL NUMBER: S9244 SPONSOR: CLEARE TITLE OF BILL: An act to amend the public housing law, in relation to establishing a housing succession rights task force; and providing for the repeal of such provisions upon expiration thereof PURPOSE: To create a housing succession rights task force. SUMMARY OF PROVISIONS: Creates a housing succession rights task force. JUSTIFICATION: One way to access affordable housing is to be able to legally succeed the previous tenant. CLEARE -- read twice and ordered printed, and when printed to be committed to the Committee on Housing, Construction and Community Development AN ACT to amend the public housing law, in relation to establishing a housing succession rights task force; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public housing law is amended by adding a new section 20-a to read as follows: § 20-A. HOUSING SUCCESSION RIGHTS TASK FORCE. 1. THERE IS HEREBY ESTABLISHED WITHIN THE DIVISION OF HOUSING AND COMMUNITY RENEWAL A HOUS- ING SUCCESSION RIGHTS TASK FORCE WHICH SHALL MEET AT LEAST ONCE ANNUALLY IN DIFFERENT GEOGRAPHICAL AREAS OF THE STATE. ALL MEMBERS SHALL BE PROVIDED WITH NOTICE REASONABLY IN ADVANCE OF EACH MEETING WITH DATE, TIME AND LOCATION OF SUCH MEETING. TASK FORCE MEMBERS MAY USE VIDEOCON- FERENCING FOR ATTENDANCE AND PARTICIPATION. THE TASK FORCE SHALL CONSIST OF TEN MEMBERS AND SHALL INCLUDE REPRESENTATIVES FROM THE FOLLOWING STATE AGENCIES: THE DIVISION OF HOUSING AND COMMUNITY RENEWAL, THE OFFICE FOR THE AGING, THE DEPARTMENT OF ECONOMIC DEVELOPMENT, AND THE NEW YORK CITY DEPARTMENT OF HOUSING PRESERVATION AND DEVELOPMENT. OF THE SIX REMAINING MEMBERS, TWO SHALL BE APPOINTED BY THE SPEAKER OF THE ASSEMBLY, TWO SHALL BE APPOINTED BY THE TEMPORARY PRESIDENT OF THE SENATE, ONE SHALL BE APPOINTED BY THE MINORITY LEADER OF THE ASSEMBLY AND ONE SHALL BE APPOINTED BY THE MINORITY LEADER OF THE SENATE, AND SHALL BROADLY REPRESENT HOUSING GROUPS FROM ALL GEOGRAPHIC AREAS OF THE STATE INCLUDING SERVICE PROVIDERS, ASSOCIATIONS, ADVOCATES, PROPRIETORS, AND RESIDENTS OF RENT STABILIZED, PUBLIC HOUSING AND CITY OR MUNICIPAL OWNED BUILDINGS. MEMBERS SHALL RECEIVE NO COMPENSATION FOR THEIR SERVICES BUT SHALL BE REIMBURSED FOR TRAVEL AND OTHER EXPENSES ACTUALLY AND NECESSARILY INCURRED IN THE PERFORMANCE OF THEIR DUTIES. THE TASK FORCE SHALL BE CHAIRED BY THE COMMISSIONER OF THE DIVISION OF HOUSING AND COMMUNITY RENEWAL. THE TASK FORCE IS RESPONSIBLE FOR CONDUCTING A STATE-WIDE STUDY OF SUCCESSION RIGHTS IN RENT STABILIZED, PUBLIC HOUSING EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
