BILL NUMBER: S9271 SPONSOR: MAY TITLE OF BILL: An act to amend the economic development law, in relation to establish- ing the office of the caregiving economy PURPOSE OR GENERAL IDEA OF BILL: To ensure that the state is making investments in the caregiving economy as part of its economic development strategy. SUMMARY OF PROVISIONS: Section 1: adds a new article 4-d to the economic development law to establish the office of the caregiving economy, laying out the office's duties and role, including incorporating caregiving into the state's economic development strategy, caregiving careers in workforce develop- ment efforts, liaising with organized labor and other stakeholders, and encouraging innovation in the caregiving economy.

MAY -- read twice and ordered printed, and when printed to be committed to the Committee on Commerce, Economic Devel- opment and Small Business AN ACT to amend the economic development law, in relation to establish- ing the office of the caregiving economy THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The economic development law is amended by adding a new article 4-D to read as follows: ARTICLE 4-D OFFICE OF THE CAREGIVING ECONOMY SECTION 147. DEFINITIONS. 147-A. OFFICE OF THE CAREGIVING ECONOMY ESTABLISHED. 147-B. DIRECTOR AND EMPLOYEES OF THE OFFICE. 147-C. POWERS AND DUTIES OF THE OFFICE. § 147. DEFINITIONS. AS USED IN THIS ARTICLE, THE FOLLOWING TERMS SHALL HAVE THE FOLLOWING MEANINGS: 1. "OFFICE" SHALL MEAN THE OFFICE OF THE CAREGIVING ECONOMY ESTAB- LISHED PURSUANT TO SECTION ONE HUNDRED FORTY-SEVEN-A OF THIS ARTICLE. 2. "DIRECTOR" SHALL MEAN THE DIRECTOR OF THE CAREGIVING ECONOMY APPOINTED PURSUANT TO SECTION ONE HUNDRED FORTY-SEVEN-B OF THIS ARTICLE. 3. "CAREGIVING ECONOMY" SHALL MEAN AND INCLUDE THE INDUSTRY OF DIRECT CARE, HOME CARE, CHILD CARE, ADULT CARE, PRIVATE AND NON-PROFIT RESIDEN- TIAL HEALTH CARE FACILITIES AS DEFINED BY SECTION TWENTY-EIGHT HUNDRED ONE OF THE PUBLIC HEALTH LAW, FAMILY CAREGIVERS, AND OTHER ENTITIES AS DETERMINED BY THE DIRECTOR THAT SUPPORT FORMAL AND INFORMAL CAREGIVING. § 147-A. OFFICE OF THE CAREGIVING ECONOMY ESTABLISHED. THERE IS HEREBY ESTABLISHED WITHIN THE DEPARTMENT AN OFFICE OF THE CAREGIVING ECONOMY FOR THE PURPOSE OF PROMOTING AND SUPPORTING THE STATE'S CAREGIVING NEEDS BY DEVELOPING THE CAREGIVING ECONOMY IN THE STATE. § 147-B. DIRECTOR AND EMPLOYEES OF THE OFFICE. THE HEAD OF THE OFFICE SHALL BE THE DIRECTOR OF THE CAREGIVING ECONOMY, WHO SHALL BE APPOINTED BY THE COMMISSIONER, AND WHO SHALL HAVE EXPERTISE AND EXPERIENCE IN THE CAREGIVING ECONOMY. THE COMMISSIONER MAY APPOINT SUCH OFFICERS AND EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
