 AN ACT to amend the cannabis law, in relation to authorizing a  cannabis
   event permit
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1.  The cannabis law is amended by adding a new section  130-a
 to read as follows:
   §  130-A. CANNABIS EVENT PERMIT. 1. WHEN USED IN THIS SECTION, "CANNA-
 BIS EVENT" SHALL MEAN AN EVENT WHERE:
   (A) A LICENSEE AUTHORIZED TO CONDUCT RETAIL SALES OF ADULT-USE  CANNA-
 BIS AND CANNABIS PRODUCTS ENGAGES IN THE SALE OF SUCH PRODUCTS AWAY FROM
 THE  LICENSED  PREMISES,  WITH  CONSUMERS  AT  A  THEATRICAL PRODUCTION,
 CONCERT, SPORTING EVENT, ANY OTHER EXHIBITION, GAME,  SHOW,  CONTEST  OR
 PERFORMANCE,  OR  ANY OTHER EVENT AS DETERMINED IN REGULATIONS, WHICH IS
 PRESENTED TO THE PUBLIC IN A PLACE OF ENTERTAINMENT OR  AT  ANY  PRIVATE
 VENUE OR EXHIBITION AUTHORIZED BY THE OFFICE; OR
   (B)  A  LICENSEE AUTHORIZED UNDER THIS CHAPTER TO CONDUCT RETAIL SALES
 OF ADULT-USE CANNABIS SELLS ADULT-USE CANNABIS AND CANNABIS PRODUCTS AND
 WHERE SUCH LICENSEE AND LICENSED ADULT-USE CULTIVATORS, PROCESSORS,  AND
 DISTRIBUTORS  MAY SHOWCASE THEIR CANNABIS, CANNABIS PRODUCTS, AND CANNA-
 BIS MERCHANDISE TO CONSUMERS AND MAY INCLUDE EDUCATIONAL EVENTS,  MUSIC,
 OR ANY OTHER ACTIVITIES AS DETERMINED IN REGULATIONS, WHICH IS PRESENTED
 AT A PUBLIC OR PRIVATE LOCATION AUTHORIZED BY THE OFFICE.
   2. A LICENSEE AUTHORIZED UNDER THIS CHAPTER TO CONDUCT RETAIL SALES OF
 ADULT-USE  CANNABIS MAY APPLY TO THE OFFICE FOR A CANNABIS EVENT PERMIT.
 AN APPLICATION FOR A CANNABIS EVENT PERMIT SHALL IDENTIFY LICENSEES  WHO
 ARE AUTHORIZED UNDER THIS CHAPTER TO SHOWCASE AT SUCH CANNABIS EVENT.
   3.  A  CANNABIS EVENT PERMIT SHALL AUTHORIZE: (A) THE PERMITTED LICEN-
 SEE, AUTHORIZED UNDER THIS CHAPTER TO CONDUCT RETAIL SALES OF  ADULT-USE
 CANNABIS,  TO  SELL  ADULT-USE  CANNABIS PRODUCTS, AND (B) THE PERMITTED
 LICENSEE, AUTHORIZED UNDER  THIS  CHAPTER  TO  CULTIVATE,  PROCESS,  AND
 DISTRIBUTE  ADULT-USE CANNABIS, TO SHOWCASE THEIR ADULT-USE CANNABIS AND
 CANNABIS PRODUCTS, FOR A TEMPORARY PERIOD OF TIME, AT A CANNABIS EVENT.

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1.  The cannabis law is amended by adding a new section  130-a

   § 130-A. CANNABIS SHOWCASE EVENT PERMIT. 1. WHEN USED IN THIS SECTION,
 "CANNABIS SHOWCASE EVENT" SHALL MEAN AN EVENT WHERE:
   A  LICENSEE  AUTHORIZED TO CONDUCT RETAIL SALES OF ADULT-USE CANNABIS,
 CANNABIS PRODUCTS, AND CANNABIS MERCHANDISE  ENGAGES  IN  THE  SALE  AND
 SHOWCASE  OF  SUCH  PRODUCTS  AWAY  FROM THE LICENSED PREMISES IN DEMON-
 STRATED PARTNERSHIP WITH A LICENSED NEW YORK  STATE  ADULT-USE  CANNABIS
 CULTIVATOR  OR PROCESSOR, AT SHOWCASE EVENTS LOCATED AT FARMERS' MARKETS
 AND PUBLIC MARKETS AS DEFINED IN SECTION TWO HUNDRED SIXTY OF THE  AGRI-
 CULTURE  AND MARKETS LAW OR SIMILAR SUCH LOCATIONS, AS AUTHORIZED BY THE
 OFFICE.
   2. A LICENSEE AUTHORIZED UNDER THIS CHAPTER TO CONDUCT RETAIL SALES OF
 ADULT-USE CANNABIS MAY APPLY TO THE OFFICE FOR A CANNABIS SHOWCASE EVENT
 PERMIT AND SHALL BE REQUIRED TO DEMONSTRATE THAT THEY ARE IN PARTNERSHIP
 WITH A LICENSED CULTIVATOR OR PROCESSOR.  AN APPLICATION FOR A  CANNABIS
 SHOWCASE  EVENT PERMIT SHALL IDENTIFY LICENSEES WHO ARE AUTHORIZED UNDER
 THIS CHAPTER TO SHOWCASE AT SUCH CANNABIS SHOWCASE EVENT.
   3. A CANNABIS SHOWCASE EVENT PERMIT SHALL AUTHORIZE: (A) THE PERMITTED
 LICENSEE, AUTHORIZED UNDER THIS  CHAPTER  TO  CONDUCT  RETAIL  SALES  OF
 ADULT-USE  CANNABIS,  ADULT-USE CANNABIS PRODUCTS, AND CANNABIS MERCHAN-
 DISE, AND (B) THE PERMITTED LICENSEE, AUTHORIZED UNDER THIS  CHAPTER  TO
 CULTIVATE  AND  PROCESS  ADULT-USE CANNABIS, TO SHOWCASE THEIR ADULT-USE
 CANNABIS  AND CANNABIS PRODUCTS, FOR A TEMPORARY PERIOD OF  TIME,  AT  A
 CANNABIS SHOWCASE EVENT.
