 AN ACT to amend the environmental conservation law, in relation to local
   government authority to prohibit trade in real fur products
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The environmental conservation law is amended by adding a
 new section 11-0114 to read as follows:
 § 11-0114. REGULATION OF THE REAL FUR TRADE.
   NOTHING IN THIS CHAPTER, THE GENERAL BUSINESS LAW, THE AGRICULTURE AND
 MARKETS LAW OR IN REGULATIONS PROMULGATED UNDER THE  AUTHORITY  OF  SUCH
 CHAPTERS, SHALL BE CONSTRUED TO PREVENT ANY MUNICIPAL CORPORATION OR ANY
 OTHER  LOCAL GOVERNING BODY FROM ADOPTING AND ENFORCING LAWS PROHIBITING
 OR RESTRICTING TRADE IN OR SALE OF REAL FUR PRODUCTS, INCLUDING BUT  NOT
 LIMITED TO ANY ARTICLE OF CLOTHING, FASHION ACCESSORY OR HOME DECORATION
 THAT  IS  MADE  IN  WHOLE  OR PART OF REAL FUR. FOR THE PURPOSES OF THIS
 SECTION, "REAL FUR" SHALL HAVE THE SAME  MEANING  AS  IN  SECTION  THREE
 HUNDRED NINETY-NINE-AAA OF THE GENERAL BUSINESS LAW.
   §  2.  This  act  shall take effect on the sixtieth day after it shall
 have become a law.
