 AN ACT to amend the executive law, in relation to a centralized database
   for participation in response to a declared state emergency
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The executive law is amended by adding a new section 719 to
 read as follows:
   §  719.  CENTRALIZED DATABASE FOR PARTICIPATION IN EMERGENCY RESPONSE.
 WITHIN SIX MONTHS OF THE EFFECTIVE DATE OF THIS  SECTION,  THE  DIVISION
 SHALL CREATE AND MAINTAIN A CENTRALIZED DATABASE OF COMPANIES AND ORGAN-
 IZATIONS  THAT  CAN  BE PART OF THE STATE'S EMERGENCY RESPONSE SYSTEM TO
 PROVIDE GOODS AND SERVICES DURING A  PERIOD  OF  EMERGENCY  OR  DISASTER
 DECLARED  BY  THE GOVERNOR.  THE DIVISION SHALL CONDUCT OUTREACH EFFORTS
 TO DEVELOP THE DATABASE THAT SHALL FUNCTION AS A CLEARINGHOUSE TO  IDEN-
 TIFY  BUSINESSES  AND ORGANIZATIONS THAT ARE ABLE TO PRODUCE AND PROVIDE
 CRITICAL PRODUCTS AND SERVICES WHICH ARE NEEDED DURING A PERIOD OF EMER-
 GENCY OR DISASTER. THE DIVISION SHALL  COMMUNICATE  WITH  BUSINESSES  TO
 FACILITATE  NEEDED  PRODUCTION  AND PROCUREMENT OF AND  SHALL COORDINATE
 DISTRIBUTION OF NEEDED PRODUCTS AND SERVICES.
   § 2. This act shall take effect immediately.
