EPSTEIN -- read once and referred to the Commit- tee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to requiring the city of New York and counties outside the city of New York to develop a plan to assist the state in achieving its goals for the transition to zero-emissions vehicles THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 19-0306-b of the environmental conservation law is amended by adding a new subdivision 6 to read as follows: 6. ONE YEAR AFTER THE EFFECTIVE DATE OF THIS SUBDIVISION, AND EVERY OTHER YEAR THEREAFTER, THE CITY OF NEW YORK AND EACH COUNTY OUTSIDE THE CITY OF NEW YORK SHALL DEVELOP AND REPORT A PLAN TO THE DEPARTMENT TO ASSIST THE STATE IN ACHIEVING THE GOALS ESTABLISHED BY THIS SECTION. SUCH PLAN SHALL INCLUDE BUT NOT BE LIMITED TO: A. THE NUMBER OF PUBLICLY AVAILABLE ELECTRIC VEHICLE CHARGING STATIONS SUCH CITY OR COUNTY WILL INSTALL; B. THE LOCATION AND TIMEFRAME FOR INSTALLATION OF EACH ELECTRIC VEHI- CLE CHARGING STATION IN SUCH CITY OR COUNTY; C. THE FEE, SUCH AS A PARKING FEE, TO ACCESS THE ELECTRIC VEHICLE CHARGING STATION, AND WHAT FEE, IF ANY, THERE IS TO CHARGE THE ELECTRIC VEHICLE; D. THE CREATION OF PUBLICLY AVAILABLE MAPS WITH INFORMATION ON ELEC- TRIC VEHICLE CHARGING STATIONS; E. A DESCRIPTION OF HOW THE COUNTY GOVERNMENT WILL DEFINE PUBLICLY AVAILABLE; AND F. A PROCUREMENT PLAN TO TRANSITION SUCH CITY'S OR COUNTY'S MUNICIPAL FLEET TO ZERO-EMISSIONS VEHICLES. § 2. This act shall take effect immediately.
