EICHENSTEIN -- read once and referred to the Committee on Education AN ACT to establish the "make our schools safer" commission to produce protocols on how to make schools in New York safer from school shoot- ings and bombers; and providing for the repeal of such provisions upon the expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. A commission, to be known as the make our schools safer commission, is hereby created to produce protocols on the effectiveness of different technologies on reducing casualties in a school shooter or bomber event including, but not limited to, bulletproof glass and doors, auto locking technologies, lockdown systems and barricades. The commis- sion shall also include the feasibility and cost to implement such tech- nology in schools. § 2. The commission shall be composed of ten members, appointed as follows: two members shall be appointed by the governor; two members shall be appointed by the speaker of the assembly; two members shall be appointed by the minority leader of the assembly; two members shall be appointed by the temporary president of the senate; and two members shall be appointed by the minority leader of the senate. The commission shall be chaired by a person chosen by a majority vote at the first meeting of the commission. The vice-chairperson of the commission shall be appointed by the chairperson. Vacancies in the membership of the commission shall be filled in the manner provided for original appoint- ments. § 3. The commission shall be made up of at least one member of law enforcement who specializes in school shooting and bombing events, at least one teacher, at least one parent of a student at a New York public school, at least one school administrator, at least one engineer who EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
