 AN ACT to direct the New York state department of transportation and the
   New York city department of transportation to conduct a study on park-
   ing availability; and providing for the repeal of such provisions upon
   the expiration thereof

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. 1. The New York state department of transportation and the
 New York city department of transportation are authorized  and  directed
 to  conduct  a  joint study on parking availability along the portion of
 8th avenue between 39th street and 73rd street in the borough of  Brook-
 lyn in the city of New York. Such study shall include:
   (a) the quantity of parking for passenger vehicles, delivery vehicles,
 and two-wheeled motor vehicles;
   (b) whether such parking is sufficient for the needs of the businesses
 along 8th avenue and their customers;
   (c)  whether such parking is sufficient for the needs of the residents
 of 8th avenue; and
   (d) the estimated cost of constructing sufficient parking to meet  the
 combined  needs  of  the  parties described in paragraphs (b) and (c) of
 this subdivision.
   2. No later than one year after the effective date of  this  act,  the
 New  York  state  department  of  transportation  and  the New York city
 department of transportation shall deliver a report of the  findings  of
 the  study  conducted pursuant to subdivision one of this section to the
 governor, the temporary president of the  senate,  the  speaker  of  the
 assembly and the mayor of the city of New York.
   ยง  2.  This  act shall take effect immediately and shall expire and be
 deemed repealed eighteen months after such date.
