K. BROWN -- read once and referred to the Commit- tee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to prohibiting certain types of pollution in the Long Island Sound and Great South Bay THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The environmental conservation law is amended by adding a new section 17-0513 to read as follows: § 17-0513. PROHIBITION AGAINST POINT SOURCE POLLUTION IN THE LONG ISLAND SOUND AND GREAT SOUTH BAY. THE MAKING OR USE OF AN OUTLET OR POINT SOURCE DISCHARGING INTO THE WATERS OF THE LONG ISLAND SOUND OR THE GREAT SOUTH BAY, AND THE OPERA- TION OR CONSTRUCTION OF DISPOSAL SYSTEMS WHICH DISCHARGE INTO SUCH WATERS ARE PROHIBITED. § 2. This act shall take effect one year after it shall have become a law. Effective immediately, the addition, amendment and/or repeal of any rule or regulation necessary for the implementation of this act on its effective date are authorized to be made and completed on or before such effective date.
