Establishes a pilot program relating to creating the solar panels to the state universities of New York and boards of cooperative educational services located on Long Island in order that such universities and BOCES may conduct a training program for persons interested in learning solar panel installation and operation and then to install such solar panels upon school districts in Long Island.

SMITH -- read once and referred to the Committee on Energy AN ACT to amend the public service law, in relation to establishing a pilot program relating to creating the solar panels to school districts on Long Island pilot program; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public service law is amended by adding a new section 66-u to read as follows: § 66-U. SOLAR PANELS TO SCHOOL DISTRICTS ON LONG ISLAND PILOT PROGRAM. 1. (A) NO LATER THAN JANUARY FIRST, TWO THOUSAND TWENTY-FOUR, OR SIXTY DAYS AFTER THE EFFECTIVE DATE OF THIS SECTION, WHICHEVER IS LATER, THE COMMISSION SHALL ESTABLISH WITHIN AMOUNTS APPROPRIATED THEREFOR, A PILOT PROGRAM TO PROVIDE SOLAR PANELS TO THE STATE UNIVERSITIES OF NEW YORK AND BOARDS OF COOPERATIVE EDUCATIONAL SERVICES LOCATED ON LONG ISLAND IN ORDER THAT SUCH UNIVERSITIES AND BOCES MAY CONDUCT A TRAINING PROGRAM FOR PERSONS INTERESTED IN LEARNING SOLAR PANEL INSTALLATION AND OPERA- TION AND TO THEN INSTALL SUCH SOLAR PANELS UPON SCHOOL DISTRICTS ON LONG ISLAND. (B) THE COMMISSION, IN CONJUNCTION WITH THE PRESIDENT OF THE STATE UNIVERSITY OF NEW YORK OR HIS OR HER DESIGNEE, SHALL ESTABLISH CRITERIA FOR SUCH PILOT PROGRAM. (C) (I) SCHOOL DISTRICTS SHALL OWN THE RENEWABLE FACILITY OR SOLAR PANELS AND OTHER INFRASTRUCTURE REQUIRED TO INTEGRATE THE ELECTRICITY PRODUCED EFFECTIVELY INTO THE GRID CONNECTING TO THE ELECTRIC SYSTEM. ANY ELECTRICITY GENERATED FROM SUCH SOLAR PANELS SHALL BE UTILIZED FOR THE ENERGY CONSUMPTION OF SUCH SCHOOL DISTRICTS AND ANY EXCESS SHALL BE GIVEN TO THE LONG ISLAND POWER AUTHORITY, FREE OF CHARGE. (II) ANY SCHOOL DISTRICT PARTICIPATING IN THE SOLAR PANELS TO SCHOOL DISTRICTS ON LONG ISLAND PILOT PROGRAM SHALL BE EXEMPT FROM THE SYSTEMS EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
