PALMESANO -- read once and referred to the Committee on Correction AN ACT to amend the correction law, in relation to establishing a third- party secure vendor mail program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 112 of the correction law is amended by adding a new subdivision 6 to read as follows: 6. (A) THE COMMISSIONER SHALL ESTABLISH A THIRD-PARTY SECURE VENDOR MAIL PROGRAM TO BE UTILIZED FOR THE DELIVERY OF ALL NON-PRIVILEGED CORRESPONDENCE TO INCARCERATED INDIVIDUALS INCLUDING BUT NOT LIMITED TO, THE ORDER AND DELIVERY OF ALL PRODUCTS TO INCARCERATED INDIVIDUALS HOUSED AT CORRECTIONAL FACILITIES. (B) THE COMMISSIONER SHALL PROVIDE DATA ON CONTRABAND CONFISCATED THROUGH THE THIRD-PARTY SECURE VENDOR MAIL PROGRAM TO THE LEGISLATURE BY DECEMBER THIRTY-FIRST EACH YEAR. (C) THE COMMISSIONER MAY PROMULGATE ANY RULES AND REGULATIONS NECES- SARY TO IMPLEMENT THE PROVISIONS OF THIS SUBDIVISION. § 2. This act shall take effect immediately.
