THIELE -- read once and referred to the Committee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to providing for persons with a medically diagnosed developmental disa- bility to be eligible to receive a fishing license free of charge THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 11-0715 of the environmental conservation law is amended by adding a new subdivision 4-a to read as follows: 4-A. A PERSON, RESIDENT IN THE STATE FOR AT LEAST THIRTY DAYS IMME- DIATELY PRIOR TO THE DATE OF APPLICATION, WHO HAS BEEN MEDICALLY DIAG- NOSED WITH A DEVELOPMENTAL DISABILITY, AS DEFINED PURSUANT TO SECTION 1.03 OF THE MENTAL HYGIENE LAW, IS ENTITLED TO RECEIVE FREE OF CHARGE A FISHING LICENSE FOR WHICH HE OR SHE IS ELIGIBLE, RENEWABLE EACH YEAR. § 2. This act shall take effect on the one hundred twentieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
