 AN ACT in relation to directing the department of health  to  conduct  a
   study  relating  to  the  opening  of  a  public hospital in southeast
   Queens; and providing for the repeal of such provisions  upon  expira-
   tion thereof

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The department of health is hereby authorized and  directed
 to gather data, analyze such data, and make recommendations to assist in
 facilitating  the opening of a public hospital in southeast Queens. Such
 study shall include, but shall not be limited  to:  possible  locations,
 associated  costs,  proximity  to and availability of public transporta-
 tion, demographics of those who may be served, the socio-economic condi-
 tion of the area, proximity to other health care institutions,  timeline
 for opening, and process for opening.
   §  2.  The  department  of  health  may  request, and is authorized to
 receive, any information from any state  agency  that  is  relevant  and
 material  to  the  completion of such study and report. Such information
 received by the department of  health  shall  be  subject  to  the  same
 requirements  for confidentiality and limitations on use, if any, as are
 applicable to such state agency's use of such information.
   § 3. Within one year of the effective date of this act, the department
 of health shall submit a report of its findings, analysis, and recommen-
 dations to the governor, the temporary  president  of  the  senate,  the
 speaker  of  the  assembly,  the  chairs of the health committees in the
 senate and assembly, and the sponsors of this bill  in  the  senate  and
 assembly.
   §  4.  This  act shall take effect immediately and shall expire and be
 deemed repealed thirty days after the submission of the  report  to  the
 governor  and  the  legislature as provided for in section three of this
