 AN ACT to amend the executive law, in relation to requiring the  instal-
   lation  of  automatic  sprinkler systems and emergency fire escapes in
   certain multi-family dwellings

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Section 378 of the executive law is amended by adding two
 new subdivisions 5-e and 5-f to read as follows:
   5-E. STANDARDS FOR INSTALLATION OF AUTOMATIC SPRINKLER SYSTEMS REQUIR-
 ING THAT THE OWNER OF EVERY MULTI-FAMILY DWELLING WITH A HEIGHT OVER TWO
 STORIES, REGARDLESS OF AGE OR  HISTORIC  DESIGNATION  OF  THE  DWELLING,
 SHALL  HAVE  INSTALLED  IN  SUCH  DWELLING AN AUTOMATIC FIRE SUPPRESSION
 SYSTEM ON EACH FLOOR LEVEL OF SUCH DWELLING IN WHICH PEOPLE RESIDE.
   5-F. STANDARDS FOR INSTALLATION OF EMERGENCY  FIRE  ESCAPES  REQUIRING
 THAT  THE  OWNER  OF  EVERY MULTI-FAMILY DWELLING WITH A HEIGHT OVER TWO
 STORIES, REGARDLESS OF THE AGE OR HISTORIC DESIGNATION OF THE  DWELLING,
 SHALL  HAVE  INSTALLED IN SUCH DWELLING AN EMERGENCY FIRE ESCAPE ON EACH
 FLOOR LEVEL OF SUCH DWELLING, EXCLUDING THE FIRST FLOOR LEVEL.  FOR  THE
 PURPOSES  OF  THIS  SUBDIVISION,  THE  TERM  "EMERGENCY FIRE ESCAPE" MAY
 INCLUDE AN EXTERIOR STAIRWAY, A STANDARD FIRE ESCAPE, A ROLL  OUT  EMER-
 GENCY LADDER, OR ANY OTHER APPARATUS THE COUNCIL DEEMS APPROPRIATE.
   § 2. This act shall take effect immediately.
