 AN ACT to amend the education law,  in  relation  to  requiring  student
   identification  cards  to  contain the new national suicide prevention
   lifeline number, 9-8-8, and the crisis text line, 741741

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Short  title. This act shall be known and may be cited as
 the "student lifeline act".
   § 2. The education law is amended by adding a  new  section  207-b  to
 read as follows:
   §  207-B.  STUDENT IDENTIFICATION CARDS. 1. EACH INSTITUTION OF HIGHER
 EDUCATION AUTHORIZED BY THE LEGISLATURE OR BY THE REGENTS OF THE UNIVER-
 SITY OF THE STATE OF NEW YORK TO CONFER ACADEMIC DEGREES IN  THIS  STATE
 WHICH  ISSUES STUDENT IDENTIFICATION CARDS TO ITS STUDENTS SHALL INCLUDE
 ON SUCH CARDS:
   A. THE NATIONAL SUICIDE PREVENTION LIFELINE NUMBER, 9-8-8; AND
   B. THE CRISIS TEXT LINE, WITH INSTRUCTIONS "TEXT GOT5 TO 741741".
   2. EACH YEAR, PRIOR TO THE START OF A NEW SCHOOL YEAR,  EACH  INSTITU-
 TION OF HIGHER EDUCATION AUTHORIZED BY THE LEGISLATURE OR BY THE REGENTS
 OF THE UNIVERSITY OF THE STATE OF NEW YORK TO CONFER ACADEMIC DEGREES IN
 THIS  STATE  WHICH  ISSUES  STUDENT IDENTIFICATION CARDS TO ITS STUDENTS
 SHALL CERTIFY TO THE REGENTS THAT SUCH  IDENTIFICATION  CARDS  HAVE  THE
 INFORMATION REQUIRED UNDER SUBDIVISION ONE OF THIS SECTION.
   §  3.  This  act  shall  take  effect July 16, 2024 and shall apply to
 student identification cards  that  are  issued,  modified,  altered  or
 amended on or after such date.
 
 
  EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
                       [ ] is old law to be omitted.

 AN ACT to amend the education law, in relation to requiring an education
   campaign about the 9-8-8 suicide and crisis lifeline  and  the  crisis
   text line
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Short title. This act shall be known and may  be  cited  as
 the "student lifeline act".
   §  2.  The  education  law is amended by adding a new section 207-b to
 read as follows:
   § 207-B.  CRISIS RESOURCES. EACH DEGREE-GRANTING INSTITUTION OF HIGHER
 EDUCATION SHALL ESTABLISH AN EDUCATION  CAMPAIGN  TO  EDUCATE  STUDENTS,
 FACULTY,  AND  STAFF ABOUT THE 9-8-8 SUICIDE AND CRISIS LIFELINE AND THE
 CRISIS TEXT LINE. SUCH EDUCATION CAMPAIGN  SHALL  INCLUDE,  BUT  NOT  BE
 LIMITED TO:
   1.  RESOURCES  DESCRIBING WHEN TO UTILIZE THE 9-8-8 SUICIDE AND CRISIS
 LIFELINE AND THE CRISIS TEXT LINE; AND
   2. CONTACT INFORMATION FOR SUCH  SERVICES  ON  STUDENT  IDENTIFICATION
 CARDS,  OR  THE  ANNUAL  DISTRIBUTION  OF  CONTACT  INFORMATION FOR SUCH
 SERVICES AT INSTITUTIONS THAT DO NOT ISSUE STUDENT IDENTIFICATION CARDS.
   § 3. This act shall take effect  July  1,  2025  and  shall  apply  to
 student  identification  cards  that  are  issued,  modified, altered or
 amended on or after such date.
