 AN ACT to amend the general municipal law, in relation  to  establishing
   an  independent  inspector  general  in  each county to oversee police
   activity and investigate police misconduct

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  general  municipal  law  is  amended by adding a new
 section 209-h to read as follows:
   § 209-H. INDEPENDENT INSPECTOR GENERAL FOR POLICE MISCONDUCT.  1.  THE
 COUNTY  LEGISLATIVE  BODY  IN  EACH  COUNTY SHALL APPOINT AN INDEPENDENT
 INSPECTOR GENERAL TO OVERSEE POLICE ACTIVITY AND INVESTIGATE ALLEGATIONS
 OF POLICE MISCONDUCT.
   2. THE INDEPENDENT INSPECTOR GENERAL FOR  EACH  COUNTY  SHALL,  ON  AN
 ONGOING  BASIS,  INVESTIGATE, REVIEW, STUDY, AUDIT, AND MAKE RECOMMENDA-
 TIONS RELATING TO THE OPERATIONS, POLICIES, PROGRAMS, AND  PRACTICES  OF
 EACH  POLICE  DEPARTMENT  IN  SUCH COUNTY WITH THE GOAL OF ENHANCING THE
 EFFECTIVENESS OF SUCH DEPARTMENTS, INCREASING PUBLIC SAFETY,  PROTECTING
 CIVIL LIBERTIES AND CIVIL RIGHTS, AND INCREASING THE PUBLIC'S CONFIDENCE
 IN THE POLICE FORCE.
   3.  THE  INDEPENDENT  INSPECTOR  GENERAL  FOR EACH COUNTY SHALL REPORT
 THEIR FINDINGS TO THE COUNTY LEGISLATIVE BODY AND THE DISTRICT  ATTORNEY
 IN EACH COUNTY ON AN ANNUAL BASIS.
   §  2.  This  act shall take effect on the ninetieth day after it shall
 have become a law.
