 AN  ACT  to  amend  the public health law, in relation to establishing a
   drug-induced movement disorder screening education program
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section  1.  The  public health law is amended by adding a new article
 2-C to read as follows:
                                 ARTICLE 2-C
                 DRUG-INDUCED MOVEMENT DISORDER SCREENING
                             EDUCATION PROGRAM
 SECTION 295. DRUG-INDUCED MOVEMENT DISORDER SCREENING EDUCATION PROGRAM.
   § 295. DRUG-INDUCED MOVEMENT DISORDER SCREENING EDUCATION PROGRAM.  1.
 THERE  IS HEREBY ESTABLISHED IN THE DEPARTMENT, IN CONSULTATION WITH THE
 OFFICE OF MENTAL HEALTH,  A  DRUG-INDUCED  MOVEMENT  DISORDER  SCREENING
 EDUCATION  PROGRAM.  THE  PURPOSE OF THE PROGRAM SHALL BE TO EDUCATE THE
 PUBLIC, HEALTHCARE PROFESSIONALS, MENTAL  HEALTH  PROFESSIONALS,  PUBLIC
 SAFETY  OFFICIALS,  AND  PUBLIC HEALTH OFFICIALS ABOUT THE IMPORTANCE OF
 SCREENING FOR DRUG-INDUCED MOVEMENT DISORDERS, DEVELOP GUIDANCE ON CLIN-
 ICAL STANDARDS FOR TREATING DRUG-INDUCED MOVEMENT DISORDERS, AND  ELIMI-
 NATE  BIAS  AND  REDUCTION OF STIGMA FOR PEOPLE LIVING WITH DRUG-INDUCED
 MOVEMENT DISORDERS RELATED TO THE TREATMENT OF MENTAL HEALTH CONDITIONS.
   2. FOR PURPOSES OF THIS SECTION, THE FOLLOWING TERMS  SHALL  HAVE  THE
 FOLLOWING MEANINGS:
   (A)  "DRUG-INDUCED MOVEMENT DISORDERS" MEANS A RANGE OF DRUG REACTIONS
 CHARACTERIZED  BY  INVOLUNTARY  OR  OTHERWISE  ABNORMAL  MOTOR  FUNCTION
 INCLUDING,  BUT  NOT  LIMITED TO, TARDIVE DYSKINESIA, MEDICATION-INDUCED
 PARKINSONISM, NEUROLEPTIC MALIGNANT SYNDROME,  MEDICATION-INDUCED  ACUTE
 DYSTONIA,  MEDICATION-INDUCED  ACUTE  AKATHISIA,  TARDIVE AKATHISIA, AND
 MEDICATION-INDUCED POSTURAL TREMOR.

 AN ACT to amend the public health law, in  relation  to  establishing  a

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Subdivision 1 of section 207 of the public  health  law  is
 amended by adding a new paragraph (h) to read as follows:
   (H)  THE  DEPARTMENT  SHALL  DEVELOP  AND CONDUCT A PROGRAM CONCERNING
 DRUG-INDUCED MOVEMENT DISORDERS. SUCH PROGRAM SHALL INCLUDE BUT  NOT  BE
 LIMITED  TO,  (I) EDUCATIONAL INFORMATION ON THE IMPORTANCE OF SCREENING
 FOR AND IDENTIFYING SYMPTOMS OF  DRUG-INDUCED  MOVEMENT  DISORDERS;  AND
 (II)  THE  DEVELOPMENT  OF  GUIDANCE  ON CLINICAL STANDARDS FOR TREATING
 DRUG-INDUCED MOVEMENT DISORDERS, INCLUDING  FOR  SERVICES  PROVIDED  VIA
 TELEHEALTH.  SUCH  PROGRAM  SHALL ALSO INCLUDE EDUCATION AND OUTREACH ON
 THE ELIMINATION OF STIGMA FOR PEOPLE LIVING WITH  DRUG-INDUCED  MOVEMENT
 DISORDERS RELATED TO THE TREATMENT OF MENTAL HEALTH CONDITIONS.
   §  2.  This  act shall take effect on the ninetieth day after it shall
 have become a law. Effective immediately, the addition, amendment and/or
 repeal of any rule or regulation necessary  for  the  implementation  of
 this  act  on its effective date are authorized to be made and completed
 on or before such effective date.

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-

 TIONAL MATERIALS DISSEMINATED TO HEALTHCARE PROVIDERS SHALL BE DEVELOPED
 AND  DISSEMINATED  IN  COORDINATION  WITH  RELEVANT  HEALTHCARE PROVIDER
 GROUPS AND SHALL INCLUDE BEST PRACTICES FOR THE TREATMENT AND  SCREENING
 OF  MOVEMENT  DISORDERS INFORMED BY THE AMERICAN PSYCHIATRIC ASSOCIATION
 AND OTHER PROFESSIONAL SOCIETY PRACTICE GUIDELINES.  SUCH PROGRAM  SHALL
 ALSO  INCLUDE  EDUCATION  AND  OUTREACH ON THE ELIMINATION OF STIGMA FOR
 PEOPLE LIVING WITH DRUG-INDUCED MOVEMENT DISORDERS RELATED TO THE TREAT-
 MENT OF MENTAL HEALTH CONDITIONS.
   § 2. This act shall take effect on the ninetieth day  after  it  shall
