 AN ACT relating to  legalizing,  validating,  ratifying  and  confirming
   transportation  provisions in a SAMS application by the Goshen Central
   school district
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. All the acts done and proceedings heretofore had and taken
 or caused to be had and taken by the Goshen Central School District  and
 by all officers, employees or agents of such school district relating to
 or in connection with provisions related to transportation aid contained
 in  the  Goshen  Central  School  District's State Aid Management System
 (SAMS) application for the 2020-2021 school year,  and  all  acts  inci-
 dental  hereto  are hereby legalized, validated, ratified and confirmed,
 notwithstanding any failure to comply with the contract award,  approval
 and filing provisions of the education law, the general municipal law or
 any  other  law  or  any  other statutory authority, rule or regulation,
 other than those filing provisions defined in paragraph a of subdivision
 5 of section 3604 of the education law, in  relation  to  any  omission,
 error,  defect,  irregularity  or  illegality in such proceeding had and
 taken.
   § 2. The department of education is hereby directed  to  consider  the
 aforementioned  provisions  of  the  State  Aid Management System (SAMS)
 application as valid and proper obligations of the Goshen Central School
 District.
   § 3. This act shall take effect immediately.

 AN  ACT  relating to approving certain employee benefit costs for trans-
   portation employees for the Goshen Central school district; and making
   an appropriation therefor
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The commissioner of education is hereby directed to consid-
 er  the  cost  of  employee benefits for transportation employees in the
 2019--2020 school year, on file as of November  15,  2021,  as  approved
 costs of the Goshen Central School District.
   §  2.  The sum of five hundred thousand dollars ($500,000), or so much
 thereof as may be necessary, is hereby appropriated out of any moneys in
 the state treasury in the general  fund  to  the  credit  of  the  local
 assistance  account,  not  otherwise  appropriated, and made immediately
 available, to the department of education for  purposes  of  reimbursing
 the Goshen Central School District in an amount equal to funds recovered
 for costs approved under section one of this act.
   § 3. This act shall take effect immediately.

 AN  ACT  relating to approving certain employee benefit costs for trans-
   portation employees for the Goshen Central school district
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The commissioner of education is hereby directed to consid-
 er  the  cost  of  employee benefits for transportation employees in the
 2019--2020 school year, on file as of November  15,  2021,  as  approved
 costs  of  the Goshen Central School District and any amounts already so
 recovered shall be deemed a payment of moneys due for prior years pursu-
 ant to paragraph c of subdivision 5 of section 3604 of the education law
 and  shall  be  paid  to  the  appropriate  district  pursuant  to  such
 provision,  provided  that  the  failure  to submit accurate data was an
 inadvertent  administrative  or  ministerial  oversight  by  the  school
 district,  and  there is no evidence of any fraudulent or other improper
 intent by such district.
   § 2. This act shall take effect immediately.
