 AN ACT to amend the social services law, in relation to  establishing  a
   user-friendly benefits cliff calculator tool
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. The social services law is amended by adding a new  section
 98 to read as follows:
   §  98.  BENEFITS  CLIFF  CALCULATOR.  THE DEPARTMENT SHALL INTEGRATE A
 USER-FRIENDLY BENEFITS CLIFF CALCULATOR TOOL THAT ALLOWS USERS TO UNDER-
 STAND HOW CHANGES TO GROSS INCOME  CAN  AFFECT  ELIGIBILITY  FOR  PUBLIC
 ASSISTANCE   PROGRAMS   AND  LONG-TERM  FINANCIAL  SELF-SUFFICIENCY  AND
 SUSTAINABILITY INTO THE  DEPARTMENT'S  PUBLIC  ASSISTANCE  OUTREACH  AND
 SUPPORT  EFFORTS,  TO  ENSURE THAT ALL STATE AND LOCAL EMPLOYEES WHO ARE
 DIRECTLY RESPONSIBLE FOR ASSISTING INDIVIDUALS IN APPLYING OR REAPPLYING
 FOR PUBLIC ASSISTANCE BENEFITS HAVE ACCESS TO THE BENEFITS CLIFF  CALCU-
 LATOR  TOOL  AND  ARE  PROPERLY TRAINED ON THE USE OF THE BENEFITS CLIFF
 CALCULATOR TOOL AND ITS FUNCTIONS, TO MAKE THE BENEFITS CLIFF CALCULATOR
 TOOL EASILY ACCESSIBLE ON THE DEPARTMENT'S  WEBSITE,  AND  TO  SUBMIT  A
 REPORT  ON  EFFORTS  TO  FULFILL THE REQUIREMENTS OF THIS SECTION TO THE
 GOVERNOR, THE TEMPORARY PRESIDENT OF THE SENATE AND THE SPEAKER  OF  THE
 ASSEMBLY NO LATER THAN NOVEMBER FIRST, TWO THOUSAND TWENTY-FOUR.
   § 2. This act shall take effect immediately.
