 AN ACT to amend the alcoholic beverage control law, in  relation  to  an
   exemption  for  certain property from the prohibition of alcohol sales
   within a certain distance from a church
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Subdivision  7  of  section  64 of the alcoholic beverage
 control law is amended by adding a  new  paragraph  (e-16)  to  read  as
 follows:
   (E-16)  NOTWITHSTANDING THE PROVISIONS OF PARAGRAPH (A) OF THIS SUBDI-
 VISION, THE  AUTHORITY  MAY  ISSUE  A  RETAIL  LICENSE  FOR  ON-PREMISES
 CONSUMPTION  FOR  A  PREMISES  WHICH SHALL BE LOCATED WITHIN TWO HUNDRED
 FEET OF A BUILDING OCCUPIED AS A CHURCH, SYNAGOGUE  OR  OTHER  PLACE  OF
 WORSHIP,  PROVIDED  SUCH  PREMISES CONSTITUTE A PREMISES FOR THE SALE OF
 FOOD OR BEVERAGES AT RETAIL FOR  CONSUMPTION  ON  THE  PREMISES  LOCATED
 WHOLLY  WITHIN  THE  BOUNDARIES  OF  THE COUNTY OF SARATOGA, BOUNDED AND
 DESCRIBED AS FOLLOWS:
   ALL THAT CERTAIN TRACT, PIECE OR PARCEL OF LAND,  SITUATE,  LYING  AND
 BEING  IN  THE CITY OF SARATOGA SPRINGS, COUNTY OF SARATOGA AND STATE OF
 NEW YORK, BOUNDED AND DESCRIBED AS FOLLOWS:
   COMMENCING AT A POINT IN THE NORTHERLY LINE OF WASHINGTON STREET WHERE
 THE DIVISION LINE BETWEEN THE LAND HEREBY DESCRIBED AND THE LAND NOW  OR
 LATE  OF  PETER  V.  WIGGINS MEETS THE SAID NORTHERLY LINE OF WASHINGTON
 STREET AND RUNNING THENCE WESTERLY ALONG  THE  SAID  NORTHERLY  LINE  OF
 WASHINGTON  STREET ONE HUNDRED TEN (110') FEET MORE OR LESS TO THE DIVI-
 SION LINE BETWEEN THE LAND HEREBY DESCRIBED AND THE LAND NOW OR LATE  OF
 EDWARD  R.  STEVENS THENCE NORTHERLY ALONG THE EASTERLY LINE OF THE SAID
 NOW OR LATE OF EDWARD R. STEVENS ONE HUNDRED SEVENTY-ONE  FEET  AND  SIX
 INCHES  MORE OR LESS TO THE LINE OF THE LAND OF THE UNITED STATES HOTEL,
 THENCE EASTERLY ALONG THE LINE OF  LAND  OF  THE  UNITED  STATES  HOTEL,
 THENCE  EASTERLY  ALONG  THE LINE OF THE UNITED STATES HOTEL ONE HUNDRED
 TWELVE FEET MORE OR LESS AND THENCE SOUTHERLY ALONG THE WESTERLY LINE OF
