LEVENBERG -- read once and referred to the Committee on Election Law AN ACT to amend the election law, in relation to providing for mandatory training curriculum for treasurers of political committees THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The election law is amended by adding a new section 14-119 to read as follows: § 14-119. MANDATORY TRAINING FOR TREASURERS OF POLITICAL COMMITTEES. 1. TREASURERS SHALL, WITHIN FORTY-FIVE DAYS AFTER BEING FIRST APPOINTED AS A TREASURER, COMPLETE A COURSE OF INSTRUCTION PROVIDED BY THE STATE BOARD OF ELECTIONS ON THE REQUIREMENTS OF THIS ARTICLE AND THE CAMPAIGN FINANCE REGULATIONS OF THE BOARD OF ELECTIONS. THE CURRICULUM SHALL BE ESTABLISHED BY THE STATE BOARD OF ELECTIONS AND SHALL NOT EXCEED THREE HOURS OF INSTRUCTION. 2. TREASURERS ONCE EVERY THREE YEARS SHALL COMPLETE A COURSE OF INSTRUCTION PROVIDED BY THE STATE BOARD OF ELECTIONS TO ASSIST TREASUR- ERS IN CONTINUING TO COMPLY WITH THE REQUIREMENTS OF THIS ARTICLE AND THE CAMPAIGN FINANCE REGULATIONS OF THE BOARD OF ELECTIONS. THE CURRIC- ULUM SHALL BE ESTABLISHED BY THE STATE BOARD OF ELECTIONS AND SHALL NOT EXCEED ONE AND ONE-HALF HOURS OF INSTRUCTION. 3. THE STATE BOARD OF ELECTIONS SHALL PROVIDE THE TRAINING REQUIRED BY SUBDIVISIONS ONE AND TWO OF THIS SECTION THROUGH, IN ADDITION TO OTHER METHODS IT MAY CHOOSE, A WEB-BASED RECORDED FORMAT. 4. UPON THE FAILURE OF A TREASURER TO COMPLETE THE INSTRUCTION WITHIN THE TIME REQUIRED BY THIS SECTION, THE STATE BOARD OF ELECTIONS SHALL SEND A DELINQUENCY NOTICE TO THE TREASURER ON NOTICE TO THE CANDIDATE OR CANDIDATES SUPPORTED BY THE COMMITTEE, IF APPLICABLE, REQUIRING THE TREASURER TO COME INTO COMPLIANCE WITH THE TRAINING OBLIGATIONS OF THIS SECTION. 5. IN LIEU OF OR IN ADDITION TO CIVIL PENALTIES IMPOSED PURSUANT TO THIS ARTICLE, PARTICIPATION IN REMEDIAL TRAINING AS AN ALTERNATIVE MAY BE PROVIDED FOR AS PART OF A COURT ORDER OR SETTLEMENT AGREEMENT. § 2. This act shall take effect July 1, 2025. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
