 AN  ACT  to  amend the social services law, in relation to requiring any
   website or mobile application associated with  an  electronic  benefit
   transfer system to be offered in multiple languages
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 21-a of the  social  services  law  is  amended  by
 adding a new subdivision 3 to read as follows:
   3.  (A) ANY COMPANION WEBSITE OR MOBILE APPLICATION ASSOCIATED WITH AN
 ELECTRONIC BENEFIT TRANSFER SYSTEM IMPLEMENTED PURSUANT TO THIS  SECTION
 THAT IS ACCESSIBLE BY BENEFIT RECIPIENTS SHALL BE MADE AVAILABLE IN OVER
 ONE  HUNDRED  LANGUAGES, INCLUDING BOTH COMMON AND ESOTERIC LANGUAGES AS
 IDENTIFIED BY THE DEPARTMENT.
   (B) ANY COMPANION WEBSITE OR MOBILE  APPLICATION  ASSOCIATED  WITH  AN
 ELECTRONIC  BENEFIT TRANSFER SYSTEM IMPLEMENTED PURSUANT TO THIS SECTION
 THAT IS ACCESSIBLE BY BENEFIT RECIPIENTS SHALL PROVIDE  FOR  THE  TRANS-
 LATION  OF  ANY  DOCUMENTS  MADE AVAILABLE FOR VIEWING ON SUCH COMPANION
 WEBSITE OR MOBILE APPLICATION IN OVER ONE HUNDRED  LANGUAGES,  INCLUDING
 BOTH COMMON AND ESOTERIC LANGUAGES AS IDENTIFIED BY THE DEPARTMENT.
   §  2.  This  act shall take effect on the thirtieth day after it shall
 have become a law. Effective immediately, the addition, amendment and/or
 repeal of any rule or regulation necessary  for  the  implementation  of
 this  act  on its effective date are authorized to be made and completed
 on or before such effective date.
