Establishes a public safety youth explorer program grants fund for the purposes of covering non-payroll expenses associated with hosting youth explorer programs which provide youths with an opportunity to experience working in a public safety field on a part-time temporary basis to get a sense on whether they would like to pursue it as a career.

 AN ACT to amend the state finance law, in  relation  to  establishing  a
   public safety youth explorer program grants fund
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. The state finance law is amended by adding  a  new  section
 99-r to read as follows:
   § 99-R. PUBLIC SAFETY YOUTH EXPLORER PROGRAM GRANTS FUND. 1.  THERE IS
 HEREBY  ESTABLISHED IN THE JOINT CUSTODY OF THE COMMISSIONER OF TAXATION
 AND FINANCE AND THE COMPTROLLER, A SPECIAL  FUND  TO  BE  KNOWN  AS  THE
 "PUBLIC SAFETY YOUTH EXPLORER PROGRAM GRANTS FUND".
   2.  SUCH  FUND SHALL CONSIST OF MONEYS APPROPRIATED THERETO AND MONEYS
 TRANSFERRED FROM ANY OTHER FUND OR SOURCES. NOTHING  CONTAINED  IN  THIS
 SECTION SHALL PREVENT THE STATE FROM RECEIVING GRANTS, GIFTS OR BEQUESTS
 FOR  THE  PURPOSES OF THE FUND AS DEFINED IN THIS SECTION AND DEPOSITING
 THEM INTO THE FUND ACCORDING TO LAW. ANY INTEREST RECEIVED BY THE  COMP-
 TROLLER  ON  MONEYS  ON  DEPOSIT  IN  SUCH FUND SHALL BE RETAINED IN AND
 BECOME PART OF SUCH FUND.
   3. MONEYS IN SUCH FUND SHALL BE EXPENDED ONLY  TO  PROVIDE  GRANTS  TO
 STATE AND LOCAL LAW ENFORCEMENT AGENCIES, AND PROFESSIONAL AND VOLUNTEER
 FIRE  DEPARTMENTS WITHIN THE STATE FOR THE PURPOSES OF COVERING NON-PAY-
 ROLL EXPENSES ASSOCIATED WITH  HOSTING  YOUTH  EXPLORER  PROGRAMS  WHICH
 PROVIDE  YOUTHS  WITH  AN  OPPORTUNITY TO EXPERIENCE WORKING IN A PUBLIC
 SAFETY FIELD ON A PART-TIME TEMPORARY BASIS TO GET A  SENSE  OF  WHETHER
 THEY  WOULD LIKE TO PURSUE IT AS A CAREER. THE COMMISSIONER OF THE DIVI-
 SION OF CRIMINAL JUSTICE SERVICES IN CONJUNCTION  WITH  THE  STATE  FIRE
 ADMINISTRATOR  SHALL  PROMULGATE  ALL NECESSARY RULES AND REGULATIONS TO
 ESTABLISH AND AWARD PUBLIC SAFETY YOUTH EXPLORER PROGRAM GRANTS.
   4. MONEYS SHALL BE PAYABLE FROM THE FUND ON THE AUDIT AND  WARRANT  OF
 THE  COMPTROLLER  ON VOUCHERS APPROVED AND CERTIFIED BY THE COMMISSIONER
 OF THE DIVISION OF CRIMINAL JUSTICE SERVICES.
