CONGRATULATING Pastor Angela U. Carter upon the
occasion of celebrating her Grand Elevation Service
to the Office Position of Overseer of Believer's
Miracle Deliverance Ministries International on June
3, 2023

WHEREAS, The character and richness of religious and community life
in this noble Empire State is nourished and fulfilled through the
faithful concern and selfless devotion of those who would commit their
energies and purpose to the ministry of others; and

WHEREAS, It is the custom of this Legislative Body to bring full
recognition and just tribute to those individuals who distinguish
themselves and the ministry through their unremitting commitment and
preeminence of service; and

WHEREAS, This Legislative Body is justly proud to congratulate
Pastor Angela U. Carter upon the occasion of her Grand Elevation Service
to the Office Position of Believer's Miracle Deliverance Ministries
International to be celebrated on Saturday, June 3, 2023, at the
Cathedral Of The Believer's Miracle Deliverance Ministries Inc. in
Utica, New York; and

WHEREAS, Following the service, a Grand Banquet will be held in
Pastor Angela U. Carter's honor at the Delta Marriott in Utica; and

WHEREAS, In 1975, Angela U. Carter moved to the United States, and
four years later, she enlisted in the United States Army, where she
proudly served her country on a tour of duty in Camp Casey Korea; and

WHEREAS, During this time, Angela U. Carter met and married the late
Staff Sergeant Wille Carter, and together, they had three daughters,
Angela Patricia Carter, Dr. Cassandra Carter, and Dr. Milissa Jones; and

WHEREAS, Later in life, Angela U. Carter earned her Certificate in
Office Practice from Mohawk Valley Community College; after graduating,
she became an employee of Utica Head Start where she worked for 12 years
as a teacher; and

WHEREAS, Angela U. Carter furthered her education by obtaining her
Child Development associate's degree, followed by both an associate's
degree and bachelor's degree in Human Development/Psychology from Empire
State College, all while raising three children alone upon the death of
her beloved husband; and

WHEREAS, Angela U. Carter also received a first year Certificate in
Theology from Life Christian Bible Institute of Tampa, Florida, and New
York State, and a Certificate In Divine Healing from RHEMA
Correspondence Bible School; and

WHEREAS, In August of 2012, Angela U. Carter graduated from Grand
Canyon University with a Master of Arts degree in Christian Studies with
an emphasis in Pastoral Ministry; and


WHEREAS, On June 15, 1993, Angela U. Carter received an official
license as Prophetess by the Late Calvin Ashely Jr.; on September 9,
2003, she was elevated to the office of Assistant Pastor and in August
of 2009, to Pastor under the covering of Chief Apostle W.J. Steele; and

WHEREAS, In addition, Pastor Angela U. Carter was a member of the
Young Scholarship Liberty Partnership Program, and is a certified grief
counselor and certified domestic violence advocate, serves on the Board
of Directors of the Legal Aid Society of Mid New York, and holds the
title of President of the Women's Department of Believer's Miracle
Deliverance Ministry, and Head Intercession; and

WHEREAS, For her steadfast and unremitting commitment to her
profession and many ministries, Pastor Angela U. Carter has been the
recipient of numerous awards and accolades including the 2009 The Women
of Worship Hanna Award, and a Certificate of Merit from the Family
Nurturing Center in 2001 and 2006; and

WHEREAS, Furthermore, Pastor Angela U. Carter was named the 2006
CSTEP Parent of the Year by Syracuse University, and was named a 2013
Unsung Hero by the YWCA of the Mohawk Valley; and

WHEREAS, Pastor Angela U. Carter is also an author of a book
entitled, Letters To Ma Mama: All the Things I Never Said; and

WHEREAS, Pastor Angela U. Carter has brought to her ministry an
overwhelming spirit of charity and compassion, acting from vision and
enlightenment in conducting her administrative and spiritual duties,
while always displaying the highest standards of personal and
professional integrity and dedication; and

WHEREAS, She has always given enlightenment, guidance and wisdom to
the many entrusted to her care and has administered abundantly and
unstintingly to the spiritual and corporal needs of all; and

WHEREAS, It is the sense of this Legislative Body that when a person
of such noble aims and accomplishments is brought to our attention it is
appropriate to publicly and jubilantly proclaim and commend that
individual for the edification of others; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
congratulate Pastor Angela U. Carter upon the occasion of celebrating
her Grand Elevation service; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Pastor Angela U. Carter.
