HONORING Regina Jacobs Recco upon the occasion of
being inducted into the Rome Sports Hall of Fame

WHEREAS, It is the custom of this Legislative Body to pay tribute to
outstanding athletes who have distinguished themselves through their
exceptional performance, attaining unprecedented success and the highest
level of personal achievement; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Regina Jacobs Recco upon the occasion of being inducted into the Rome
Sports Hall of Fame, to be celebrated at a Ceremony on Sunday, July 30,
2023; and

WHEREAS, Every year, the Rome Sports Hall of Fame publicly commends
the pursuit of athletic excellence, recognizes those who have excelled,
and strives to preserve Rome's rich athletic heritage; Regina Jacobs
Recco is truly deserving of this prestigious award; and

WHEREAS, Regina Jacobs started swimming at the young age of six when
her father was stationed at Patrick Air Force Base in Florida, and
continued to do so when he was transferred to McDonnell Air Force Base
in Kansas, followed by Griffiss Air Force Base in Rome for her
seventh-grade year in junior high school; and

WHEREAS, A highly skilled and record-setting competitor, Regina
Jacobs swam in the 100 butterfly, 200 fly, 200 free and 500 free events
for the Black Knights for four years and for the Leatherstocking Swim
Club; to this day, she holds some Rome Free Academy pool records; and

WHEREAS, Throughout her high school career, Regina Jacobs earned the
Black R Award and won her event every year at the state level while
being voted Section Three's outstanding swimmer twice; respected by all,
she was nicknamed Madame Butterfly; and

WHEREAS, Regina Jacobs attended Bowling Green State University on a
scholarship and quickly became an integral part of the program; in her
college career, she lettered all four years and was part of her last
season's team that set and tied again the record for the most dual meet
victories in a season with 10, and was a member of the first senior
class to beat arch-rival Miami of Ohio twice during a four-year period;
and

WHEREAS, Today, Regina Jacobs Recco lives in in Jacksonville Beach,
Florida, where she works as a program manager for Huntington Ingalls
Industries and has recently taken up open water swimming; and

WHEREAS, Regina Jacobs Recco has clearly made a contribution to the
spirit of excellence which is a tradition of her Rome community; and

WHEREAS, It is the sense of this Legislative Body that when
individuals of such outstanding athletic accomplishments are brought to

our attention, they should be recognized by all the citizens of this
great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Regina Jacobs Recco upon the occasion of being inducted into the
Rome Sports Hall of Fame; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Regina Jacobs Recco.
