COMMENDING Judge Ralph J. Eannace upon the
occasion of his retirement after 20 years of
distinguished service to Utica City Court

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge outstanding individuals within our midst who
have made significant contributions to the quality of life therein; and

WHEREAS, This Legislative Body is justly proud to commend Judge
Ralph J. Eannace upon the occasion of his retirement after 20 years of
distinguished service to Utica City Court; and

WHEREAS, Ralph J. Eannace attended schools in Utica, New York; he
attended Dartmouth College, and later, Cornell University where he
obtained his Master of Public Administration and Doctor of Jurisprudence
degrees; and

WHEREAS, Judge Ralph J. Eannace served as an Associate of Rogers and
Wells law firm (now Clifford Chance, LLC) in New York City for three
years prior to his return to Utica where he joined the firm established
by his mother, Althea (Phillips) Eannace; during his 25 years in general
practice there, he developed the firm's expertise in municipal law and
elder law; and

WHEREAS, For three terms (1987-1993), Judge Ralph J. Eannace served
the New York State Assembly during which time he was also a ranking
member of the Committee on Housing and Committee on Health, Mental
Retardation, and Developmental Disabilities; from 1997-2003, he served
as Oneida County Executive; and

WHEREAS, Since 2003, Judge Ralph J. Eannace has fulfilled his
general duties for the City Court as well as presiding over Utica's
Mental Health Court; he has also served as a member of New York State
Office of Court Administration's Advisory Committee on Local Courts; and

WHEREAS, During his distinguished career, including 20 years for
Utica City Court, Judge Ralph J. Eannace has significantly influenced
numerous constituents of Oneida County, meriting the reverence of his
colleagues and the members of the community; and

WHEREAS, It is the sense of this Legislative Body that those
dedicated individuals who have shown a long and sustained commitment to
excellence unquestionably have earned the recognition and applause of
all the citizens of this great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Judge Ralph J. Eannace upon the occasion of his retirement and
to wish him well in all his future endeavors; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Judge Ralph J. Eannace.
