HONORING Rachel Amar upon the occasion of her
designation for special recognition by ANS
Association on January 28, 2023

WHEREAS, The unity of our State and Nation is built upon the
compassion of individuals, such as Rachel Amar, who uphold the values of
community life and who, through their great actions, epitomize the best
of humanity; and

WHEREAS, This Legislative Body is justly proud to honor Rachel Amar
upon the occasion of her designation for special recognition by ANS
Association to be celebrated at its I Am Beautiful Conference Award
Ceremony on Saturday, January 28, 2023, at K & L Manor, Brooklyn, New
York; and

WHEREAS, An empowering networking group, ANS Association assists
men, women and youth with education and mentorship while providing vital
resources and development; truly dedicated to its community, this
extraordinary organization supports countless individuals through its
many initiatives, including food distribution, health care fairs,
business expos, networking events and youth empowerment groups; and

WHEREAS, Rachel Amar currently serves as the Senior Advisor to the
Commissioner of the Office of Administrative Trials and Hearings (OATH),
New York City's independent administrative law court which conducts
nearly 300,000 hearings each year, providing fair and timely hearings
and trials; she was appointed to this esteemed position in 2016 after
serving as the Director of Special Projects at DSNY and a distinguished
career in the waste and environmental industry; and

WHEREAS, In this capacity, Rachel Amar works with OATH's
Commissioner and executive staff on policy as well as creating,
developing, and implementing innovative programs and events with the
public to help inform them of due process and empower them with access
to justice; and

WHEREAS, Furthermore, Rachel Amar was the Test and Trace Liaison for
the agency, and worked with communities across the city to assist
individuals in gaining access to the COVID test and trace program and
COVID vaccines; she worked closely with the Department of Health(DOH) to
help with vaccine hesitancy in faith-based communities; and

WHEREAS, With nearly three decades of experience working with
communities, elected officials and government agencies in the public and
private sector, Rachel Amar received a Bachelor of Arts degree in
Sociology; she also studied Business and International Studies at
Binghamton University, as well as Sustainability and Business at Bard
College; and

WHEREAS, Rachel Amar completed a justice focused data analytics
training program co-sponsored by the University of Chicago, New York
University, and the University of Maryland, and completed Cornell
University's New York State Citizen Public Health Training Program

focused on helping our communities stay safe during the COVID pandemic;
and

WHEREAS, With a steadfast and unwavering commitment to her
community, Rachel Amar is co-founder of both the Asian American Small
Business Task Force and Moroccan Organization for Development of Africa
(MODA); and

WHEREAS, In addition to being named a "40 under 40" Rising Star,
Rachel Amar was named a Brooklyn COVID Hero by Brooklyn Borough
President Eric Adams for her social justice work helping the city
throughout the pandemic; and

WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Rachel Amar has displayed
throughout her life; and

WHEREAS, It has always been the objective of this Legislative Body
to honor and support those individuals who have displayed their
commitment to the betterment of their communities, and it is the intent
of this Legislative Body to inscribe upon its records, this tribute to
Rachel Amar, that future generations may know and appreciate her
admirable character, her many benevolent deeds, and the respect and
esteem in which she is held by her peers; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Rachel Amar upon the occasion of her designation for special
recognition by ANS Association; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Rachel Amar.
