HONORING Peter E. Carter upon the occasion of his
designation as recipient of the Catherine McAuley
Spirit of Mercy Award on May 9, 2023

WHEREAS, It is the sense of this Legislative Body to take note of
and publicly acknowledge individuals of remarkable integrity and
character whose endeavors have enhanced the quality of education in this
great State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Peter E. Carter upon the occasion of his designation as recipient of the
Catherine McAuley Spirit of Mercy Award, to be celebrated at Cristo Rey
Brooklyn High School's Annual Gala on Tuesday, May 9, 2023; and

WHEREAS, Growing up in Brooklyn, Peter E. Carter attended Regis High
School and Fordham University in New York, and then furthered his
education by earning a graduate degree in Education Administration from
Hofstra University; and

WHEREAS, Upon completion of his education, Peter E. Carter's first
teaching positions were at Nazareth Regional High School and Brooklyn
Preparatory School, where he taught Latin, Greek, and English; and

WHEREAS, During the seventies and eighties, Peter E. Carter served
as a building principal in Delaware and New Jersey; and

WHEREAS, Peter E. Carter's career shifted to central office
positions in 1987, when his efforts towards the curriculum of Irvington,
New Jersey led to an increase in student performance on standardized
state tests; he subsequently assumed the position as Essex County
Superintendent of Schools, including the takeover of the Newark Pubic
Schools by the State Board and Commissioner of Education during his
tenure; and

WHEREAS, In 1995, Peter E. Carter returned to Irvington as
Superintendent; from 1999 to 2000, he served as the first
African-American President of the New Jersey Council of Education, the
oldest professional educational organization in New Jersey; and

WHEREAS, Completing an impressive career in education and
administration, Peter E. Carter retired in 2004, as Superintendent of
Schools in Ringwood, New Jersey; and

WHEREAS, Within every community, there are inevitably some
individuals who, by virtue of their energy, vision, and dedication,
command the greatest respect among their friends and colleagues, and
within the community at large; Peter E. Carter is one such individual;
and

WHEREAS, The Brooklyn community is indeed fortunate and blessed to
have such a dedicated and respected educational leader; his wisdom and

contributions reach into every classroom, truly making a difference in
the lives of those lucky enough to work with him; and

WHEREAS, A significant contributor to education in New York State,
Peter E. Carter continually demonstrates an impressive dedication, an
unparalleled devotion and an unremitting enthusiasm for the quality of
the educational programs and opportunities offered at Cristo Rey
Brooklyn High School for the benefit of its faculty and students, as
well as for the entire community; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Peter E. Carter upon the occasion of his designation as recipient
of the Catherine McAuley Spirit of Mercy Award on May 9, 2023; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Peter E. Carter.
