HONORING Dr. Franklin Caesar upon the occasion of
his designation as recipient of the Father John
Foley Vision of Cristo Rey Award on May 9, 2023

WHEREAS, It is the sense of this Legislative Body to take note of
and publicly acknowledge individuals of remarkable integrity and
character whose endeavors have enhanced the quality of education in this
great State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Dr. Franklin Caesar upon the occasion of his designation as recipient of
the Father John Foley Vision of Cristo Rey Award, to be celebrated at
Cristo Rey Brooklyn High School's Annual Gala on Tuesday, May 9, 2023;
and

WHEREAS, Born in Grenada, West Indies, Franklin Caesar emigrated to
Brooklyn, New York in 1956; he was educated as an English teacher; and

WHEREAS, Franklin Caesar began his teaching career at his alma
mater, Xavier High School, where he held a myriad of instructional and
leadership roles; and

WHEREAS, While at Xavier, Franklin Caesar earned his doctorate
degree in Education at Fordham University; he went on to teach at the
Fordham Graduate School of Education as an Adjunct Assistant Professor
for over a decade; and

WHEREAS, Moving on from Xavier High School, Dr. Franklin Caesar
worked in the Central Islip School District serving as Assistant
Principal and Principal at the primary and secondary levels; he also
served as President of the Administrators' Union and Senior Director of
Secondary School Curriculum; and

WHEREAS, Furthermore, to recognize his tireless and unwavering
commitment to his students, Dr. Franklin Caesar received the Bene
Merenti Medal to commemorate his long and exceptional service to Xavier
High School; in 1995, he was inducted into the Xavier Hall of Fame; and

WHEREAS, In 2021, the Board of Trustees of Xavier High School also
honored Dr. Franklin Caesar by having his portrait commissioned; later
that year, the Dr. Franklin N. Caesar Conference Room was dedicated; and

WHEREAS, Within every community, there are inevitably some
individuals who, by virtue of their energy, vision, and dedication,
command the greatest respect among their friends and colleagues, and
within the community at large; Dr. Franklin Caesar is one such
individual; and

WHEREAS, The Brooklyn community is indeed fortunate and blessed to
have such a dedicated and respected educational leader; his wisdom and
contributions reach into every classroom, truly making a difference in
the lives of those lucky enough to work with him; and


WHEREAS, A significant contributor to education in New York State,
Dr. Franklin Caesar continually demonstrates an impressive dedication,
an unparalleled devotion and an unremitting enthusiasm for the quality
of the educational programs and opportunities offered at Cristo Rey
Brooklyn High School for the benefit of its faculty and students, as
well as for the entire community; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Dr. Franklin Caesar upon the occasion of his designation as
recipient of the Father John Foley Vision of Cristo Rey Award on May 9,
2023; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Dr. Franklin Caesar.
